Mô tả công việc
Scope of Work/General Objectives:
The Gender Equality (GE) Advisor will work under the supervision of the Field Project Director and ensures the realization of project deliverables relating to GE issues. The Advisor will assist and support the STEP team, Global Affairs Canada (GAC) in Vietnam, partner institutions and other relevant stakeholders in the development, design and implementation of various activities, and in the use of guides and tools related to Gender. S/he will participate in developing and designing practical tools, training and awareness raising, as well as monitoring and evaluating the overall GE progress. The Advisor shall assist the GE Advisor at head office to coordinate relevant activities regarding the DID GE strategy.
Technical assistance:
• Ensure that STEP aligns with and supports the Global Affairs Canada Policy on Gender Equality and Equity (Canada's Feminist International Assistance Policy); liaise frequently with GAC Vietnam on this matter;
• Guide the project team to apply and implement the GE strategy in the Annual Work Plan and "make it work".
• Assist the project team to ensure the planning, organization, implementation and monitoring of gender equality activities applied in STEP. Continuously update and inform STEP in terms of development, planning, management and advocacy of gender related topics, including "looking outside of the box" what other donors, INGOs or local institutions do in Vietnam and also Southeast Asia, if applicable.
• Ensure and monitor the STEP project team and partners that the "Gender" dimension is always taken into account in the development and execution of project activities.
• Develop tools for the integration and promotion of GE in STEP related partner institutions.
• Develop and design training material with social and Gender sensitive topics relevant for agricultural micro-finance applications and the management & training of female entrepreneurs.
• Propose practical solutions that help address financial inclusion for female at all levels, including PCFs. The approach should focus (but not limited to) adapted products and services and ensures the accessibility of those services and applying new technology where relevant.
• Develop and circulate relevant documentation (guidelines and manuals, concept papers, promotional materials and leaflets, etc.).
• Contribute to STEP social media tools and post relevant information on GE.
• Lead the development of new concept notes and proposals including analysis, theory of change/logic model, and approaches for STEP, DID head office and Global Affairs Canada, if requested.
• Look out for updates and observe emerging trends & initiatives related to Gender priorities, financial education and inclusion of gender equity principles to identify innovations and best practices in the field.
• Help create and maintain a synergy between the various components of the project to promote the smooth implementation of the Gender Strategy.
• Design and develop Gender capacity building and learning approaches and strategies to support STEP staff and relevant partners; provide coaching and mentoring to partners and STEP staff.
• Assess partner satisfaction with regards to the Gender Strategy and relevant activities.
• Compose meeting minutes and other relevant documents if requested.
• Act as project representative at events and workshops related to the theme of "Gender Equality". Compose reports, make recommendations and monitor the impacts of activities and interventions related to Gender.
Working Specifications:
Perform other job-related tasks not specifically described in this job description upon mutual agreement with the Field Project Director, and in absence with the Program Manager at head office. The Gender Equality Expert will be available to travel within Vietnam to STEP provinces as required.

Education:
• Minimum Master Degree in in gender & social studies, development studies, sociology or other relevant discipline.
Experience:
• Minimum three (3) years of experience related to the application of strategies and Gender sensitive issues.
• Experience working in the field of gender equality advisor/specialist, particularly with women in banking/credit sector supervision or support to micro and small business.
• Experience in multi-cultural working environment is a plus, particularly with multi-stakeholders including national, sub-national government institutions, private sector stakeholders, and non-state actors including civil society organizations and community groups.
• Experience in roles as trainer, facilitator, coach or mentor involved in the transfer of knowledge, skills and tools to individuals and/or organizations.
Languages:
• Proficient English skills in reading, writing and speaking.
• Ability to interpret English-Vietnamese or vice versa with accuracy.
Skills/Compentencies:
• Teamwork, organized, patient, dedicated, tactful, understanding, disciplined and mature.
• Representational skills including developing networks and relationships with other stakeholders, experienced in working with governmental institutions and personnel.
• Strategic thinking and good "networker".
• Outgoing and positive attitude, familiar with an ambiguous work environment and know how to get missing information.
• Demonstrated high level organizational and time management skills, including the ability to plan and manage workflow and balance competing priorities to ensure meeting strict deadlines in a complex work environment.
• Demonstrated strong leadership, decision making, conflict resolution and influencing skills.
• Strong skills in verbal and written communication.
• Ability to transfer expertise, compose concise concept notes and articles for Vietnamese and international audience.
• Availability to travel within the country for durations varying from 3 to 5 consecutive days.
