long hau Facility Manager

Mission: To coordinate the overall operations of the plant to ensure timely filling of gas products to customers (external and internal). To adhere and promote compliance with safety, reliability and quality standards while achieving budget targets and deadlines.
The Facility Manager is responsible for overseeing Filling-Handling operations, cylinder maintenance and stock keeping of the plant, whilst also ensuring other legal and compliance responsibilities are met (working relations with the authorities, process improvement from the Air Liquide Group).
1. Manages Production and filling schedule (20%)
- Establishes and follows up the performance indicators (technical and financial)
- Ensures planning, controlling and realizing of both capital expenditures and operational expenses
- Compares performance indicators with objectives for productivity and costs control
2. Update Processes and Implement improvement plans (20%)
- Work with ROC to study and adopt best practices (e.g. Group Procedures)
- Co-ordinate the internal implementation of ROC projects and tools
- Be the contact window with ROC to update Group Projects timeline and requirement
3. Team and qualification management (20%)
- Motivates cylinder and maintenance officers, sets objectives and evaluates their performance
- Evaluates training requirements, follows individual qualifications and plans training.
- Proceeds to internal audits and follows up corrective actions.
4. Ensures Quality and Safety management of the facility (20%)
- Interfacing with HSE manager to execute quality plan. Operates the plant in compliance with all governemental regulations and AL specifications (IMS)
- Ensures the facility is operated in a safe, reliable and efficient manner, preserving the environment
- Ensures safe handling, storage and filling of cylinders
5. Co-ordinate with internal stakeholders (10%)
- Works with Logistics and Asset Co-ordinator to optimise cylinder holdings
- Works with Sourcing Officer to ensure stable and efficient import and export of specialty products
- Works with Sales and Customer Care to review customer feedback and improve service levels
6. Promotes good external relations (10%)
-Ensures relations with local regulation entities
-Initiates , participates to local events in order to improve the information dedicated to citizens and their local representatives.
