A.
Background
Established by the World Economic Forum in collaboration with the ASEAN
Secretariat, Grow Asia brings together companies, governments, NGOs, and other
stakeholders to develop inclusive and sustainable value chains and initiatives.
At Grow Asia's core are three goals - to increase the productivity, profitability,
and environmental sustainability of smallholder agriculture across the region
by helping them access knowledge, technology, finance, and markets. Grow
Asia's regional secretariat is based in Singapore.
Grow Asia launched and
supports six locally driven Country Partnerships (CPs), in Cambodia, Indonesia,
Myanmar, Papua New Guinea, the Philippines and Vietnam, which engage 520
partners and collectively support 46 locally-led Working Groups (WGs) that
reach 1.8 million smallholders. We expand our impact by engaging with
country-specific and international partners to deliver various local and
regional programs that benefit smallholder farmers in Southeast Asia. From 2020,
Grow Asia has a greater focus on empowering women smallholder farmers across
our network.
Launched in March 2021, Grow Asia and Corteva AgriscienceTM have created
a joint initiative to progress economic empowerment of women farmers and
agripreneurs in Southeast Asia. The joint initiative - called THRIVE
(Train Her to Promote Resilient, Inclusive Value Chains and Economic
Empowerment) - is a multi-faceted program developed in close consultation with
Grow Asia and Corteva's community partners and tailored to the specific
challenges women farmers face.
THRIVE has two goals: to increase women
farmers' farm management, digital and business skills; and directly support
women farmers and agripreneurs through networking events and mentorship
opportunities. In this partnership, Grow Asia and Corteva will co-design and
deliver trainings, business development and networking events for women
farmers, farm-level influencers and agripreneurs. The partnership will also
include a mentorship program that links subject matter experts among Corteva staff directly with women agripreneurs. Each
activity will be designed and led by Corteva's and Grow Asia's in-country teams
and partners to address the specific interests and needs of the women farmers
in those communities.

In Vietnam, the THRIVE program will be piloted first in 08 territories
by Grow Asia's CP team in Vietnam (the Partnership for Sustainable Agriculture
in Vietnam - PSAV) and Corteva Vietnam (together referred to as Project
Partners).
B. Scope
of Work
The Consultant or Partner Organization shall
conduct the following activities:

Meet with Project Partners
to co-design overall training objectives, topics, outputs, and activities. If Consultant or Partner Organization
has existing modules, review the materials together with the Project Partners
to identify best fit and adaptations needed.
·
Prepare both in-person
and virtual training facilitation guides and participant materials for 1-hour
sessions on basic digital literacy skills for women in the rice or fruits and
vegetables sectors in Vietnam to foster adoption of digital tools in farming activities.
o
If modules are already
created, ensure all training materials are tailored to the local context and
training needs. Contents should be contextualized to the geographies and
demographics of the women's groups - details on the context to be provided by
the project partners.
o
Training contents should include, but is not limited to introduction to
popular agri-digital tools such as Facebook, Google, recognized platforms of
the government agencies (i.e. the National Agriculture Extension Center, Plant
Protection Departments, recognized international research institutions...).

Meet with project
partners and staff to review training content plan and materials and adjust
based on feedbacks up to 3 times
·
Deliver training to
groups of women farmers up to 4 sessions virtually or in-person as prevailing COVID-19 restrictions allow
·
Create and administer pre-
and post-training surveys, according to the project Monitoring and Evaluation
Guidelines (paper if in person, polls if via Zoom)
·
Submit all materials
to the Project Manager at end of consulting period
C. Key
Deliverables and Deadlines
The following are expected to be delivered during the consultancy.
Content should be delivered in Vietnamese. Deadlines will be added after
consultation with Consultant and Project Partners.

1-hour Training Plan
on Digital Literacy for women farmers, including materials and facilitation
guide
·
Delivery of trainings
(up to 4 sessions in-person or virtually)
·
Results from pre- and post-training
surveys
·
All training materials
(training guides, materials, slides, survey questions) to Program Partners
(Grow Asia and PSAV)
D.
Timeframe and Quotation Basis
The consultancy service is expected to commence by September
2021 and must be completed by November 2021. Trainings are expected to be held
from end of October - end of November 2021, depending on COVID-19 restrictions and seasonal
availability of women farmers.

Consultants or Partner Organizations shall submit quotes
for their consultancy fees based on the following payment rate:

An all-inclusive daily
fee, stating the amount in words and in numbers indicating currency, and
·
A total lump sum,
stating the amount in words and in numbers, indicating currency.

In either case, Consultants or Partner Organizations should
submit a supplementary Financial Proposal that estimates the number of
person-days involved, allocated according to the deliverables required,
multiplied by the average daily consulting rate.
No international travel or communications shall be required
and therefore not covered by Grow Asia. If domestic flights are required, they
will be purchased by Grow Asia directly. Any other out-of-pocket expenses
incurred during the engagement will be reimbursed based on actual receipts
submitted but must first be approved by Program Manager in writing.
E. Work
Arrangement
Consultant or Partner Organization representative will
ideally be living and working in Vietnam or have associates who can deliver the
training in Vietnamese. Consultant or representative will report directly to the PSAV (virtually) and collaborate with national
and territory teams of Corteva Vietnam.

F.
Qualifications

The Consultant and/or Partner Organization
representative(s) will be selected based on the following qualifications:

Expertise in
delivering Digital Literacy trainings to women's groups and cooperatives; bonus
if previous work was in Mekong Delta and/or with an agribusiness
·
Expertise and proven
experience in gender sensitive and inclusive training tools, methods, and
practices, preferably in Mekong Delta
·
Must be fluent in
written and spoken Vietnamese; some English is good but not required
·
Expertise working with
or conducting research on smallholder farmers in Vietnam
·
Experience working
directly with private sector actors
·
Experience delivering
trainings to women (in person and virtually)
·
Excellent interpersonal
skills
·
Excellent
communications skills
·
Skilled in Microsoft
Office Suite products, online meeting platforms (especially Zoom)
