Mô tả công việc

JOB PURPOSE:

Be responsible for the operation of the wind power plant systems,
Follow up the safe, reliable, and efficient operation of the systems,
Carry out the duties of Plant Manager or Shift Leader when needed.

PRINCIPLE ACCOUNTABILITIES:

Be responsible, with his shift teams, for all operations on plant systems.
Be responsible for the organization within the operations department (e.g. shift roster);
Be responsible, assisted by his team, for the preparation and implementation of operating procedures.
Be responsible for the execution of a "permit for work" system which is managed by the shift teams according to safety and operating procedures.
Supervise important operations.
Track and follow up on the plant performance.
Be responsible for the organization of the recording of all parameters needed for billing and invoicing purposes according to the contracts.
Perform administrative work concerning personnel and plant operations. This includes the writing of non-periodic and periodic reports.
Monitor, assisted by his shift teams, the performance of the power plant and prepare suggestions for improvements.
Be responsible for the proper execution of all periodic functional test on plant systems and equipment.
Be responsible for the content and organization of the files kept by the operations department.
Be responsible for regular review, update and approval of the documents and procedures used in the operations department.
Assist the Plant Manager in setting up, making procedures for and training emergency plans.
Prepare the scheduled outages together with the maintenance manager.
Carry out economic/technical evaluation of plant performance.
Carry out plant and equipment performance monitoring and optimization.
Perform any other duties and assignment from Plant Manager from time to time.
Implement the operations budget for the current year and proposes the budget for the following year.
Monitor budget variances on a regular basis.
Make financial and technical comparisons of offers of suppliers and contractors.
Prepare long term budget forecasts.

Yêu cầu

EDUCATION & EXPERIENCE REQUIRED:

Bachelor's degree is mandatory with its background in Electrical. Master's degree is preferable.
Possess at least 5 years of working experience as Shift Leader role or Operation Management role in power plant.

KNOWLEDGE REQUIRED:

Good technical knowledge of power plant.
Good planning and scheduling skills
Sound knowledge of the principles of turbine, electricity, and power plant technology.
Knowledge of control of plant within operating limits (e.g. temperature, vibration, and speed).
Knowledge of commercial aspects of start-up, shutdown, loading and de-loading.
In depth knowledge and understanding of power plant operating procedures.
Knowledge of all emergency operating conditions.
Knowledge of all legal EHS and other regulatory requirements associated with the operation of the plant and plant systems.
Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.
Knowledge of arithmetic, algebra, geometry, calculus, statistics, and their applications.
Working knowledge of spread sheet, word, power point, WWW, and other MS Office software.
Knowledge of risks involved in the testing of equipment.

SKILL/ABILITY REQUIRED:

Experience and understanding of plant running regimes and techniques.
Ability to determine causes of operating errors and decide what to do about it.
Ability to determine the kind of resources and equipment needed to do a job.
Ability give full attention to what other people are saying, take time to understand the points being made, ask questions as appropriate, and not interrupt at inappropriate times.
Ability to understand written sentences and paragraphs in work related documents.
Ability to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
Ability to coordinate and adjust actions ¡in relation to others' actions.
Ability to undertake plant hazard and risk management (operational & engineering risk);
Ability to analyze failure modes.
Ability to establish and vary acceptance criteria.
Ability to support decisions with evidence from records or risk management.
Ability to maintain plant history records.
Ability to carry out safety and environmental audits.
Ability to tell when something is wrong or is likely to go wrong. lt does not involve solving the problem, only recognizing there is a problem.
Ability to combine pieces of information to form general rules or conclusions (includes finding a relationship among seemingly unrelated events).
Ability to apply general rules to specific problems to produce answers that make sense.
Ability to communicate information and ideas in speaking so others will understand.
Ability to listen to and understand information and ideas presented through spoken words | and sentences.
Ability to communicate information and ideas in writing so others will understand.

OTHERS:

Ability to delegate authority when needed.
Ability to evaluate and assess future projects.
Ability to implement the operations budget for the current year and proposes the budget for the following year and to monitor budget variances on a regular basis.
Ability to make financial and technical comparisons of offers of suppliers and contractors.
Good understanding of all contracts pertaining to operations.
