JOB PURPOSE
Lead the development and implementation of GBIA's asset management framework, EAM system, and lifecycle maintenance planning to ensure airport infrastructure, facilities, and specialist systems operate safely, reliably, and compliantly throughout their operational lifecycle.
KEY ACCOUNTABILITIES
A. Enterprise Asset Management, Lifecycle Planning & Asset Governance
Develop and maintain GBIA's asset management framework, policies, and governance standards aligned with ISO 55001 and industry best practices.
Lead asset lifecycle planning, renewal strategies, and long-term capital investment plans (Capex) using risk-based criticality frameworks.
Ensure compliance with Vietnamese aviation infrastructure regulations, construction maintenance laws (Decree 06/2021/ND-CP), and statutory inspection obligations.
Establish and build the airport asset register, hierarchy, and coding structures within the CMMS/EAM system.
Receive and validate contractor handover dossiers (O&M, as-builts, warranties) to ensure asset data quality meets ORAT readiness standards.
B. Asset Mobilisation, Information Management & Operational Readiness
Establish and maintain asset information management standards, coding structures, naming conventions, and data governance policies.
Coordinate the receipt, review, and technical acceptance of contractor handover documentation (O&M, commissioning records, as-built drawings).
Lead data loading, validation, and quality assurance within CMMS/EAM systems to link all assets to appropriate maintenance regimes.
Develop initial preventive maintenance programs, task libraries, and frequencies based on OEM recommendations and statutory rules.
Validate asset data completeness and quality as a critical ORAT operational readiness deliverable prior to airport opening.
C. Maintenance Planning, Reliability & Continuous Improvement
Develop and execute maintenance planning, work preparation, and scheduling workflows for the APEC Phase operating model.
Define and coordinate critical spare parts, material stock norms, and required work permits/approvals with cross-functional teams.
Establish asset performance frameworks, reliability programs, Asset Health Indicators, and key KPIs to track infrastructure performance.
Manage and schedule statutory inspections, testing, and recertification for regulated airport assets with competent authorities.
Optimize preventive/predictive maintenance strategies and conduct Root Cause Analysis (RCA) to maximize asset availability and resilience.
JOB REQUIREMENTS
A. Qualifications
Bachelor's Degree in Engineering, Asset Management, Facilities Management, Infrastructure Management, or a related discipline.
B. Work Experience
Minimum 8-10 years' experience in asset management, maintenance strategy, infrastructure planning, or lifecycle management within airports, transportation, utilities, or other asset-intensive environments.
Proven track record in developing asset management frameworks, lifecycle plans, maintenance optimization programs, and applying risk-based asset management principles.
Hands-on experience analyzing asset condition, reliability, maintenance, and lifecycle data to guide capital planning (Capex) and infrastructure investment decisions.
Strong proficiency with Enterprise Asset Management (EAM) and CMMS systems to support asset governance and information management.
Experience supporting Operational Readiness and Airport Transfer (ORAT), airport mobilization, or infrastructure handover programs is desirable.

Operational Credentials (Where Required):
Airside Driving Permit (ADP).
Airside Safety Training.
Professional Certifications (Desirable):
Professional Asset Management Certification / ISO 55001 Training or Certification.
Certified Maintenance & Reliability Professional (CMRP) / Reliability-Centred Maintenance (RCM) Training.
Project Management qualification (PMP or equivalent) and Safety Management System (SMS) Training.
