JOB PURPOSE The Expert, Aviation Safety & Compliance supports the Airport Safety Management System (SMS), safety assurance and regulatory compliance. The role delivers audits, inspections, risk assessments, investigations and safety analysis, promotes safety culture, and supports aerodrome certification, operational readiness and airport mobilisation activities
KEY ACCOUNTABILITIES
A/ Safety Management System Administration & Risk Management
SMS Governance & System Improvement: Support the implementation, maintenance, and continuous improvement of the airport Safety Management System (SMS), including the drafting, review, and maintenance of safety procedures and documentation.
Hazard Identification, Risk Assessment & Mitigation: Facilitate hazard identification and conduct safety risk assessments across operational changes, infrastructure projects, and ORAT activities; manage risk registers and monitor the execution of mitigation actions.
Occurrence Reporting & Just Culture: Administer mandatory and voluntary occurrence reporting processes, promote a proactive safety culture (Just Culture), and safeguard reporter confidentiality and safety data in accordance with ICAO Annex 19.
B/ Safety Assurance, Monitoring & Investigation Support
Safety Audits, Assurance & CAPA Tracking: Conduct independent safety inspections, audits, and compliance reviews, ensuring the timely execution and effectiveness of Corrective and Preventive Actions (CAPA).
Data Analytics & SPI Monitoring: Analyze safety data, occurrence reports, and operational trends to identify emerging risks, while monitoring Safety Performance Indicators (SPIs) and creating management dashboards.
Occurrence Investigation Support: Support aviation incident and occurrence investigations through data collection, analysis, reporting, and applying standardized investigation methodologies.
Regulatory Submissions & Statutory Reporting: Prepare, validate, and submit mandatory and voluntary occurrence reports to CAAV, the Airport Authority (Cảng vụ Hàng không), and relevant authorities within required timeframes.
C/ Operational Readiness, Regulatory Support & Safety Promotion
Aerodrome Certification & Regulatory Oversight: Assist in maintaining compliance with Aerodrome Certificate conditions, managing certification records, and supporting regulatory audits and inspections conducted by CAAV and competent authorities.
Safety Assessments, ORAT & Emergency Preparedness: Review and independently assess safety risks for operational changes, construction works, and airport development projects, while actively participating in ORAT readiness reviews and emergency exercises.
Stakeholder Interface & Technical Advisory: Coordinate cross-organizational safety management activities with airlines, ground handlers, and VATM (ATC/AIS/MET/ATFM), while providing technical aviation safety advice to internal departments and project teams.
Safety Promotion & Awareness: Deliver airport-wide safety awareness initiatives, promotion activities, and safety communications to strengthen the organizational safety culture.
JOB REQUIREMENTS
A. Qualifications
Bachelor's Degree in Aviation Safety, Aviation Management, Airport Operations, Engineering, Risk Management or a related discipline.
B. Work Experience
Minimum 5 years of experience in aviation safety, airport operations, aviation compliance or a related aviation environment.
Experience supporting Safety Management Systems (SMS) within an airport, airline or aviation organisation.
Experience conducting safety audits, inspections, risk assessments or assurance activities.
Demonstrated experience supporting occurrence reporting systems, safety data analysis and implementation of ICAO Annex 19 Safety Management principles.
Experience supporting aerodrome certification, ORAT programmes or airport operational readiness activities is desirable.
Strong understanding of ICAO Annex 19, aviation safety principles and risk management methodologies.
C. Certifications & Licences
Aviation Safety Management System (SMS) training certification preferred.
Aviation Occurrence Investigation training preferred.
Internal Auditor or Lead Auditor qualification desirable.
Risk Management or Safety Risk Assessment training desirable.
