Role Overview:
The Finance Manager, reporting to the Director of Finance and Support Services, ensures that Save the Children Vietnam (SCI) has robust financial management, control, and reporting systems in place to safeguard organizational assets and reputation. The role provides strategic oversight of budgeting, financial planning, compliance, and reporting, while ensuring close coordination between Finance, Program teams, and partners. The Finance Manager also leads and develops the Finance team, supports organizational decision-making, and ensures adherence to policies, internal controls, and donor requirements.
Key Responsibilities:
Financial Planning & Analysis (FP&A):
• Develop, monitor, and review country budgets, forecasts, and cost structures.
• Approve donor financial reports and ensure accurate, timely financial submissions.
• Collaborate with Program teams to mitigate financial risks and ensure effective budget management.
Control & Compliance:
• Maintain and improve financial policies, procedures, and internal control systems.
• Conduct internal audits for Sub-Offices and partners to ensure compliance and accuracy.
• Ensure adherence to Vietnamese financial regulations, tax, insurance, and reporting requirements.
• Oversee external audits and implement audit recommendations.
Partnership Management:
• Build partners' capacity in financial management and fraud prevention.
• Conduct periodic partner finance visits to ensure sound financial practices.
• Resolve financial issues arising with partners efficiently.
Personnel Management & Staff Development:
• Lead and mentor the Finance team (direct and indirect reports), managing recruitment, performance reviews, and career development.
• Ensure equitable task allocation, teamwork, and capacity building for both finance and non-finance staff.
Counter Fraud & Risk Management:
• Serve as Country Counter Fraud Focal Point, ensuring compliance with SCI Counter Fraud policies.
• Lead investigations in fraud cases in line with SCI procedures.
Representation & Communication:
• Liaise with Regional and Head Office finance functions.
• Participate in forums and meetings on financial management within and outside SCI.
• Ensure effective coordination and communication between Finance, Program teams, Hanoi Office, and Sub-Offices.
Yêu cầu
Qualifications & Experience:
• Bachelor's degree or higher in Finance, Accounting, or related field.
• 7-10 years of experience in finance management in corporate or NGO settings, including at least 3 years in a senior finance management role.
• Strong knowledge of budgeting, financial systems, and procedures.
• Excellent analytical, planning, and business acumen skills.
• Experience in general administration, team leadership, and staff development.
• Proficient in Excel, finance software, and IT tools.
• Fluent in English, both written and verbal.
