I. Job Purpose
HR Manager leads and manages the overall Human Resources function to support Global Business Center objectives. The role is responsible for HR strategy and workforce planning, talent acquisition and retention, performance management, learning and development, compensation and benefits, employee relations, HR operations, organizational culture, and compliance with labor laws and internal policies. The HR Manager also serves as a key HR advisor to Management and ensures effective implementation of HR policies and people initiatives across the organization.
II. Key Responsibilities
1. HR Strategy & Workforce Planning
· Develop, implement, and regularly review HR strategies, policies, and annual HR plans aligned with the Company's business objectives
· Lead workforce planning, manpower budgeting, succession planning, and organizational development to meet current and future business needs
· Provide HR advice and recommendations to management on people-related matters and organizational changes
2. Talent Acquisition & Retention
· Lead and oversee recruitment and selection activities to ensure timely hiring of qualified employees at all levels
· Develop effective sourcing, onboarding, retention, and employer-branding initiatives
· Monitor recruitment performance and employee turnover, identify key issues, and implement improvement actions
3. Performance Management
· Manage GBC's performance management framework, including KPI setting, performance reviews, and improvement processes
· Guide and support managers in evaluating employee performance and addressing performance gaps
· Ensure performance results are appropriately linked to development, recognition, and reward decisions
4. Learning & Development
· Identify organizational and individual training needs and develop annual training and development plans
· Oversee implementation and evaluation of training programs, leadership development, and succession initiatives
· Promote a culture of continuous learning, capability development, and upskilling
5. Compensation & Benefits
· Oversee salary structures, payroll, bonus schemes, allowances, insurance, and employee benefit programs
· Ensure compensation and benefits are competitive, internally equitable, compliant, and aligned with Company policy and market practices
· Support annual salary review, labor cost planning, and related management reporting
6. Employee Relations & Legal Compliance
· Lead employee relations, grievance handling, disciplinary matters, labor relations, and employee communication
· Ensure HR policies, employment practices, labor contracts, working time, and employee records comply with applicable labor laws and internal regulations
· Coordinate with relevant authorities, legal advisors, and internal stakeholders on HR compliance matters when required
7. HR Operations & Governance
· Manage and supervise day-to-day HR operations, including payroll, labor contracts, social insurance, personnel records, attendance, and HR administration
· Establish appropriate HR controls, procedures, documentation, and reporting to ensure accuracy, confidentiality, and compliance
· Use HR systems, workforce data, and analytics to support management decisions and continuous improvement
8. Leadership, Culture & Employee Engagement
· Lead, coach, and develop the HR team, assign responsibilities, and ensure effective delivery of HR services
· Drive initiatives that strengthen organizational culture, employee engagement, communication, and collaboration
· Support change-management initiatives and promote Company values, ethical conduct, and a positive working environment
9. Global HR Cooperation
· Support and facilitate global HR cooperation between HQ and local entities (e.g., Vietnam HR) to ensure alignment of HR policies, processes, and initiatives
· Provide cooperation and coordination support to overseas entity's HR teams, ensuring consistent implementation of Global HR standards across entities
