Mô tả công việc
* Uphold Blue Dragon's mission and values.
* Ensure all children and vulnerable adults in the program are protected and safeguarded from abuse.
* Lead, develop and inspire the team to work together and be the best they can be.
* Provide support to program staff to ensure street children are receiving exceptional care.
* Develop and implement a strategic program to end human trafficking in collaboration with relevant organisations and agencies in the city.

Yêu cầu công việc
Blue Dragon is looking for a Vietnamese candidate for Program Manager position in Ho Chi Minh city. A detailed job description can be found below.
1. Program Management
* Oversee the implementation and development of the program.
* Collaborate with teams across Blue Dragon to provide excellent staff management, including: recruitment; training and development; staff care and well being in the workplace; staff workloads and caseloads; and team culture.
* Oversee program administration, including database management, statistics, information sharing and reporting.
* Oversee and support staff to deliver high-quality psycho-social support services to children and families.
* Ensure all staff and partners of the program are working in accordance with Blue Dragon's policies, guidelines, culture and Vietnamese law.
* Ensure quality monitoring and evaluation of the program and services in collaboration with the Research, Monitoring, Evaluation and Learning team.
2. Financial Management
* Ensure efficient and effective financial management throughout the program, including with implementing partners.
* Ensure the application of financial procedures in alignment with government regulations, Blue Dragon's financial policies and donor requirements.
* Coordinate financial management training for program staff and implementing partners.
* In collaboration with the Finance Manager and the Chief Accountant, support the program team to manage the funds effectively.
3. Leadership
* Be a servant leader; model and develop servant leadership throughout the team.
* Develop the leadership skills of all program staff.
* Support the team to be a high performing team who can achieve Blue Dragon's goals.
* Support all staff to strengthen the culture, relationships and collaboration amongst teams within Blue Dragon.
* Represent Blue Dragon to external partners and stakeholders.
4. Staff management, care and development
* Ensure good communication and information sharing within the program, and across Blue Dragon.
* Ensure all staff are learning and developing through training, mentoring, regular supervision, and other opportunities for professional development.
* Support and mentor team members to have all relevant skills required to do their job, including: developing work plans; working with children and families; and working with partners and authorities.
* Ensure all staff have a good understanding of and can effectively implement Blue Dragon policies.
* In collaboration with the People and Culture Department, recruit, orient, train and mentor staff and volunteers.
5. Partnerships, network development and community relationships
* Develop and maintain relationships with the key project stakeholders (government and non-government).
* Establish and coordinate the Project Management Unit of key partners. Support the Project Management Unit (PMU) to conduct program planning and monitoring. Communicate regularly with the PMU Chair and members to ensure smooth operations of the program, and active PMU support and coordination of the program.
* Ensure great communication and collaboration among government partners.
* Conduct regular mapping and assessment of service providers and key agencies responsible for assisting street children and combating human trafficking and exploitation in Ho Chi Minh City. Identify key partner agencies relevant for the program implementation.
* Develop and maintain good relationships with International NGOs and local partners.
* Liaise with supporters in the community, including hosting visitors and meeting with donors.
