Project Engineer (E&I)

I. Position Overview:
The Project Engineer (Electrical) is responsible for the end-to-end execution of packages involving equipment supply and Integrated System Skids. This role manages the entire project lifecycle, from design review and technical procurement to workshop fabrication monitoring, site installation, and final handover to heavy industry clients (Oil & Gas, Power, Chemicals, etc.).
The successful candidate will act as the primary focal point interfacing Clients, Subcontractors, OEMs, Vendors, 3rd Party Inspection Agencies, and other project stakeholders, bearing ultimate accountability for the project's overall success.
II. Key Responsibilities:
1. Engineering & Design:
- Study tender documents and technical requirements of customers.
- Check technical drawings: P&ID, General Arrangement (GA) drawings, electrical design drawings, philosophy, PLC, etc.
- Prepare detailed Bill of Materials (BOM) for projects.
2. Procurement & Supply Management:
- Prepare Technical Bid Tabulations (TBT) to select equipment vendors (pumps, valves, sensors, electrical panels, LCP, LCS, ...). Formulate procurement plans and propose procurement requests.
- Manage vendors, OEMs/manufacturers, etc., to ensure materials arrive on schedule and meet the required technical standards.
- Work with foreign partners/manufacturers regarding technical issues arising.
3. Fabrication & Assembly Supervision:
- Establish detailed project schedules.
- Control subcontractors, OEMs/manufacturers, and factories to perform strictly according to the approved schedule.
- Primarily responsible for successful project execution. Act as the focal point interfacing customers and related stakeholders.
- Submit technical documents to the Client/Owner, work with technical departments, vendors, and OEMs/manufacturers to resolve comments from the Client/Owner.
- Directly supervise the fabrication and assembly process at the workshop (wiring connections, equipment, PLC programming, etc.). Inspect the quality of electrical panels and equipment from vendors.
- Control quality (QC) of the fabrication process according to project standards (ASME, API, ATEX, Ex, ...).
- Coordinate the execution of Factory Acceptance Testing (FAT) with customers.
4. Site Implementation & Handover:
- Support installation and system hook-up at the customer's plant.
- Execute Commissioning and Site Acceptance Testing (SAT).
- Prepare As-Built documentation and operating manuals for customers.
III. Competence Requirements:
Must have:
- Education:Bachelor's degree in Mechatronics, Electrical/Electronic Engineering, Control and Automation Engineering, or related technical majors.
- Experience: Minimum 2-3 years of experience in a similar position.
- Software Skills: Proficient in AutoCAD (mandatory) and MS Project.
- Foreign Language: Good reading comprehension of English technical documents, capable of communicating with foreign experts.
Nice to have
- Priority is given to candidates who have worked with Skid systems, pumping stations, or equipment in the Oil & Gas/Energy sector. Have a background in electrical control and PLC programming.
- Other Skills: Time management ability, capability to work under schedule pressure, and willingness to go on business trips or supervise construction at the workshop in Vung Tau.
