Company Description
Seabed Marine Consulting (SeaMC) is an independent advisory practice based in Melbourne that supports owners and investors in offshore, marine, and pipeline projects. The firm works exclusively on the owner's side, reviewing scopes, tenders, and contractor submissions, and providing clear, unbiased recommendations. SeaMC's services include owner and client representation on offshore campaigns, independent design and documentation review, construction management advice, and HSE and quality control oversight across all project phases. The company also deploys in-house AI tools for document review and reporting, hosted on its own hardware to keep client data secure. SeaMC is led by experienced industry professionals and focuses on practical, high-quality advice without contractor conflicts of interest.
A new major airport in Southeast Asia is being supplied by a new Jet A-1 system: a buried pipeline from a marine import terminal, and the tank farm that feeds it. The owner is looking for its most senior aviation fuel expert. This person will own fuel quality from design review through flushing, soak testing and commissioning, to the first JIG / IATA (IFQP) audits and the first commercial fuel loading.
This is the owner's senior technical voice. You'll report to the head of the owner's project management unit, guide the owner's fuel quality, process, mechanical and operations staff, and represent the owner with the aviation authorities, JIG, IATA and the airlines.
What you'll do
Review the Jet A-1-specific design and recommend changes: sloped tank bottoms with water and sediment sumps, floating suction, stainless or internally coated piping, staged filtration and water separation, static protection, and keeping contamination out from pipeline receipt through storage and issue
Build the fuel quality management system for receipt, storage and transfer, including the contamination response plan, the handling of off-spec fuel and settling-time control
Lead the commissioning plan and the flushing and soak-test plan for the pipeline and tanks, read the lab results (JFTOT, MSEP, conductivity, gum, particulates) and support the release of the first commercial fuel
Prepare the facility for JIG and IFQP audits and defend it in them, and work with airline fuel inspectors on acceptance
Train the owner's team and the operators in JIG / EI practice, and lead the investigation of any quality incident or technical dispute
Essential
15+ years in the aviation fuel industry, including a senior role (technical manager, head of fuel quality or lead subject-matter expert) with a major aviation fuel supplier, airport fuel operator or into-plane company
You've personally led commissioning, flushing and soak testing of a Jet A-1 depot, hydrant system or pipeline, and taken a facility through JIG or IFQP audits
Working command of JIG 1 and 2, EI/JIG 1530, ASTM D1655, Def Stan 91-091, EI 1540, EI 1581, 1583 and 1590, EI 1594 and the IATA fuel guidance
A degree in petroleum, chemical, mechanical, aeronautical engineering or a related field
Fluent English, written and spoken
Able to be based on site for the project
Highly regarded
JIG accredited inspector, or EI / IATA fuel quality qualifications
New-build (greenfield) airport fuel farm or pipeline experience, not only operations
Welding and pipeline construction background (API 1104, ASME B31.4 / B31.3), or experience working closely with construction QA/QC
Experience in Southeast Asia
