The job holder responsible for:
'Responsible for managing procurement and marketing, coordinating resources, and making decisions to ensure service quality commitment and improve MSTT's performance.

1. Resource management (developing a staffing plan, coordinating human resources, training and developing the next team, building a mechanism for assigning, recording and evaluating the performance of employees, etc.) within the department, ensuring that adequate and quality resources are maintained to carry out the functions and duties of the department. Ensure that the team strictly adheres to professional ethics.
2. Ensure the department's activities comply with internal policies, regulations, procedures, guidelines... and service quality commitments (SLAs)
3. Develop, manage, monitor and implement the department's budget according to the approved quota.
4. Develop procedures and instructions on the department's operations. Participating in the development, drafting and modification of processes and regulations in related fields. Preventing and managing arising problems with the work in accordance with the professional requirements of MSTT from time to time.
5. Identify risks of the unit during operation, coordinate with related units to come up with methods of measuring and minimizing risks.

6. Controlling and providing effective and cost-effective solutions to deploy / perform the work of the department.
7. Organizing and operating the department's supplier management system: screening, evaluating, selecting suppliers, controlling commodity prices.
8. Evaluate and advise the competent authority to select short-term/long-term strategic suppliers for the Bank in order to develop the supply chain system of goods and services in charge of the whole country.
9. Conduct research, evaluate the supply market and set up a database on the market.
10. Coordinating with relevant units to organize bidding to consider the prices of goods and services for the whole bank.
11. Manage and organize pre- and post-bid negotiation according to decentralization/authorization.
12. Supervising, organizing the implementation and evaluation of signed contracts.
13. Proposing and improving QTMS initiatives to ensure quality and effective MS work.
14. Coordinate with the focal units to control and save the procurement cost of the whole goods.
15. Building, maintaining and developing the Bank's reputation on and through the supply market.
16. Perform other related tasks at the request of the Director of MSTT.

- Have a university degree or higher. Postgraduate degree preferred
- Deep understanding of centralized procurement system, especially procurement and supply chain management, procurement for multiple branches/outlets. Understanding of regulations related to procurement activities. Deep understanding of TCB system is an advantage
- 8 years of management experience in a similar position
- English: TOEIC minimum 650 or equivalent
