sourcing & Purchasing Manager

Roles:
Sourcing & Purchasing Manager is responsible for sourcing and purchasing activities of PEC's products. This position has the crucial role of building Sourcing & Purchasing's policy, action plan and will connect, collaborate with other team to make sure the strategy and suggested plan are well followed.
Main duties:
Build Sourcing policy & action plan for determined period.
Find and searching potential material manufacturers, suppliers domestically and overseas.
Maintain records of goods ordered and received.
Ability to control material purchase within designated budget.
To ensure that all goods (production material), consumables and services are purchased for production to achieve the company's set objective of best value and on-time delivery.
Achieve savings through local and global sourcing for the company and recommend actions to modify buying behavior(s) to optimize inventory turn and value.
Set up/ Deal and negotiate with domestic and international suppliers regarding supply contracts, prices and rates, terms of sales, goods delivery, goods quality, etc. Resolve vendor or contractor grievances and claims against suppliers (if any).
Exploit suppliers of cable/ terminal/ connector in Vietnam including sourcing for potential suppliers, initiate visit to key suppliers to evaluate and audit them for long term supply sustainability.
Manage and preserve relevant records (purchase orders, sales contracts, shipment documents, ISO system documents, suppliers' KPI)
Prepare payment requests for all suppliers and manage system data update
Review purchase order claims and contracts for conformance to company policy.
Analyze market and delivery systems in order to assess present and future material availability.
Constantly develop, review and implement purchasing and contract management instructions, policies, and procedures.
Participate in the development of specifications for equipment, products or substitute materials.
Direct and coordinate activities of personnel engaged in buying, selling, and distributing materials, equipment, machinery, and supplies.
Prepare reports regarding market conditions, market trends and merchandise costs.
Arrange for disposal of surplus materials and scrap.
