Background
World Vision is a Christian relief, development and advocacy organization working to improve the quality of life of people, especially children who are marginalized and living in poverty. World Vision helps all who are in need, regardless of their religion, race, ethnicity or gender. As a child-focused organization, WVI Vietnam's work focuses on children, ensuring they are protected and their basic needs are met. World Vision International in Vietnam (WVI Vietnam) has been funded by 13 support countries in Europe, Asia, the Americas, and Australia. Funding of WVI Vietnam consists of sponsorship program funding (70%) and Private Non-Sponsorship (PNS)/grants (30%). WVI Vietnam employs about 400 staff, of which 99% are Vietnamese nationals.
WVI Vietnam is operating in 25 Area Programs (AP) in 4 zones: North 1 (Dien Bien, Ha Noi, Hai Phong), North 2 (Thanh Hoa, Hung Yen, Quang Ninh), Central (Quang Nam, Quang Tri, and Da Nang), and South (Quang Ngai, Ho Chi Minh, DakNong). WVI Vietnam's AP usually focuses on one administrative district of a province which populated by ethnic minority people with high rates of poverty. A uniqueness of WVI Vietnam's Development Program Approach (DPA) is that AP team members are based at the district level where the AP is located, which enables them to work closely with government partners and communities on a daily basis. Besides the APs, WVI Vietnam is also implementing different Special and Grant Projects to meet the specific needs of vulnerable children in both AP and non-AP areas.
Key Responsibilities
Health & Nutrition Technical Program Implementation
Support TP Manager - Health & Nutrition in managing the Health & Nutrition TP within the local context, including ensuring DPA is applied in APs
Coordinate and disseminate Health & Nutrition strategy, program logic, models and best practices.
Filter Health & Nutrition related partnership initiatives and contextualize for Vietnam context. This includes coordination of the collection, documentation and dissemination of World Vision Health & Nutrition programming experience and best practice.
Map WVV Health & Nutrition activities/policies and approaches, and design a framework to refocus in more integrated ways. Incorporate Government approaches and policies this thinking.
Develop and deliver curriculum (ToT) training to government counterparts to enable staff to deliver accountable, evidence based, quality Health & Nutrition programmes that bring sustained improvements to well-being of children.
Work closely with WASH lead to ensure the integration of Health and Nutrition Outcome and WASH programming
Identify and document best practices and good models for purpose of advocacy and replication.
Technical Quality Assurance
Provide technical guidance on annual planning so that Health & Nutrition "best practices, lessons learned are integrated technically sound business plans and services are coordinated.
Standardize Technical Guidelines/Training Materials for the implementation of the Health & Nutrition Core Project models Standardize DME tools for baseline, monitoring and evaluation of the TP by working with Program Effectiveness Unit.
Support the Health & Nutrition TP Manager in building the capacity of Health & Nutrition Technical Program Officers, Area Programs, national and provincial partners to ensure the implementation of the Technical Program - Health & Nutrition as per the technical designs.
Promote action learning across World Vision Vietnam through regular Health and Nutrition Sector Working Group meetings and training of others to take leadership of structured reflection in the zones, APs and grant funded projects
Technically endorse all LEAP documents (e.g Nutrition baselines, designs, proposals, monitoring and evaluations) as per the agreed business process.
Support the TP Manager - Health & Nutrition to conduct periodic M&E and reporting activities as required, including taking monitoring support visits to APs implementing Health & Nutrition projects and providing in the field technical consultation to ensure quality and progress of activities implemented.
Proposal development and grants implementation
Support Health & Nutrition TP Manager in developing Grant/PNS Concept Notes and Proposals for Health and Nutrition
Provide technical support for design, implementation and evaluation of H&N Grant or PNS projects.
Provide recommendation for Go/No-Go analysis
Participate in proposal design and technical writing, including: Problem analysis, Theory of change, technical approach elaboration, Log frame development, Set the targets of beneficiaries impacted by the proposed project, Detailed description of proposed interventions and activities, GEDSI and sustainability strategy, Cooperation mechanism with relevant actors in the sector, Budget development for national level activities
Provide technical support to project team during project implementation
Donor and partner engagement
Contribute to donor and partner mapping and development of donor and partner engagement plan
Initiate or participate in donor engagement activities
Contribute to the delivery of the technical branding plan through developing sectoral capacity statements, representing WVI Vietnam in technical networks, meetings and workshops of donors and partners, collaboration with Communications Department to develop resources that highlight WVI Vietnam technical expertise, organizing technical workshops on successful models with external audience
Participate in the partner vetting process which includes partner due diligence and rapid capacity assessment process
Cross Cutting Themes and Others
Standardize Gender/DRR/Climate resilience, Faith and Development mainstreaming framework/tools/methods/training materials which align with partnership imperatives, best practice approaches, and NO strategic priorities.
Conduct technical capacity building activities for AP staff, including indoor training, on the job training, coaching and ongoing technical support to ensure that guidelines/tools on Gender/DRR/climate resilience, Faith Development mainstreaming are clearly understood, followed and best practices are replicated by AP staff.
Develop tools/mechanism to ensure that standard indicators (goal, outcomes, and outputs) are disaggregated by Gender equality and social inclusion.
Take responsibility for personal security, accurately identify and assess the dangers and respond in the most appropriate way; take all good faith efforts to keep other WVV staff and property secure with guidance and instruction as being trained by WVV
Perform other duties as assigned by the manager to contribute to the team performance.
Knowledge & Skill
At least 5 years' experience in Public Health, or Nutrition programming.
Prior implementation experience in INGO-funded projects
Bachelor's degree in Social Sciences, Development Studies, or any related field with strong emphasis on Child Protection and Participation or circular economy. Master's degree is preferred.
Strong relevant technical expertise in WASH, Health & Nutrition
Proven ability to provide coaching and deliver other capacity-building activities
Ability to provide supportive supervision to ensure the interventions' quality
Ability to provide staff training/coaching
Ability to document and share best practice for replication.
High levels of diplomacy, communication, negotiation and persuasion, and advocacy skills
