Lead, operate, and manage the site construction organization in accordance with the contract and the project objectives, take responsibility for quality, schedule, cost, safety, and environmental protection of the site construction works, and successfully complete the construction works. Support the site manager for the construction site operation.
Objectives of this Role
1. Negotiation, Reporting, and Coordination with relevant parties
• Report to Site Manager (and the client, local authorities, and head office relevant departments as necessary) the progress, status and/or any problems of the site construction works in terms of quality, schedule, cost, safety, and environmental protections.
• Manage communication, reporting, negotiation, and coordination required to conduct the site construction works with such parties as government, administrative agency, and/or other local authorities and stakeholders.
• Prepare significant documents of the site construction work to JFE Engineering head office divisions and other departments concerned.
2. Management and Operation of the Site Construction Organization
• Lead, operate, and manage the site construction organization to successfully complete the site construction works while taking responsibility for quality, schedule, cost, safety, and environmental protections of the works.
• Through discussions and coordination with the client, construction staff, and other relevant parties, determine and execute the following plans;
- Over-all construction work plan, including temporary facilities, organizational structure, construction/ pre-commissioning/ commissioning schedule, split of construction works, plans for construction, QAQC, and commissioning works.
- Individual plan for equipment installation, piping work, civil/building work, electrical/instrument work, insulation work and painting work.
- Local transportation and site storage plans for equipment and materials.
- Heavy construction machinery mobilization and operation plan
- Mobilization/demobilization plan for the site work force, equipment and facilities. Obtain the client approval as necessary.
• By cooperating with Administration Manager and Site Manager, assist the site office operation and site administration activities.
• Issue RFQ/MR for individual construction work with Project Engineer, local transportation, temporary facilities, locally procured equipment/materials, etc. and review estimates, and place orders. Conduct change order adjustments resulting from the changes in the construction schedules, work volume and/or scope of works.
• Prepare specifications/ procedures/ manuals for individual construction and field inspection work. Issue construction drawings.
Obtain the client approval for the documents and drawings as necessary.
• Continuously monitor the construction cost and schedule including progress and contractual milestones, and issue regular reports (daily, weekly, monthly) to Site manager. When any differences or problems found and /or anticipated between the original plan and the current status, through discussions/ coordination with the client, JFE Project office and any other relevant parties, lead the construction team to identify the cause and take necessary remedial actions. Conduct Daily/Weekly meeting with Sub-contractor according to circumstances.
• Continuously monitor the performance and manpower sufficiency of the construction organization, and maintain the optimum manpower allocation and its efficiency. Upon detecting any problems, take such appropriate actions as manpower reinforcement in consultation with Project manager, Site manager, Administration manager and head office divisions/departments concerned.
• By supervising the site material controller, ensure such operations as local transportation and receiving/unpacking/storage of equipment and materials, and release them to subcontractors.
• Monitor the implementation of the QMS at site. Upon detecting any problems, issue a non-conformance report, and together with the client, relevant parties and sub-contractors, access any impact on the construction schedule and works. Take necessary corrective and preventive actions.
• Implement the HSE plan in compliance with health/ safety or environmental laws and regulations of the country and the client requirements in the contract. Upon detecting any problems, report immediately to the head office divisions concerned, and issue a non-conformance report and take necessary corrective and preventive actions.
• Prepare pre-commissioning manuals for construction works and conduct pre-commissioning works up to Mechanical Completion (MC).
• As to the client requests for changing construction scope, schedule and others construction activities, assist Project Manager, Site Manager etc. for change order negotiations with the client.
• Join site patrol regarding HSE and QA/QC, and file patrol reports. Provide orders/ instructions/ advices for improvements as necessary.
• By supervising the site material controller, maintain and calibrate measuring instruments used for construction inspections in good condition.
• Storage and dispose construction waste in compliance with waste material control procedure.
3. Response to Emergency Situations
In case of accidents and/or disasters, report immediately to the relevant parties. In cooperation with Project manager, Site manager, the client, authorities, and relevant parties, lead the construction team to prevent further expansion of the disasters. Issue an incident/accident report and take necessary corrective and preventive actions.
4. Matter Worthy of Special Mention
• This project is a three-company consortium (Engineering: MPS, Civil engineering and construction: Penta-Ocean Construction (POC), and Mechanical equipment/plant electrical equipment: JFEE), we will closely collaborate with partner companies.
• During the preparation stage, be involved in preparing various construction plan documents under the direction of Project Manager, Project Engineer and Site Manager.
