Cost Controller

1. Assist the PM in preparing the project execution plan and study the job instructions and other documents referred to therein, as applicable for a proper understanding of the activities he is responsible for.
2. Establish the work breakdown structure (WBS) and detailed activity / cost accounts. Agree the WBS with the Project Manager and Project Planner / Scheduler.
3. Assist in the preparation of the project control estimate based on the agreed WBS and draw to PM attention any items considered suspect, simultaneously recommending corrections.
4. Check weekly time charges against scheduled staff for the given period, investigate deviation and report findings to PM.
5. Vigorously investigate all cost data input / output from the system. Communicate possible problem areas to the PM and those responsible for cost control, including the PCM.
6. Prepare the PM for the monetary part of the monthly cost report which may, depending upon project requirements, also contain performance and trending curves as well as a risk analysis.
7. Price and code all draft inquiry material requisitions and subcontracts, using the detailed cost estimate as a basis, for commercial evaluation of bids and to ensure all commitments and expenditures are properly accounted.
8. Review the consolidated bid evaluations on materials and services, indicate the corresponding budget value and latest estimate, sign the bid evaluation for these values and / or recommend any corrective actions.
9. Prepare forecast adjustments to depict final costs using all available data.
10. Review internal and contract scope changes and discuss finding with PM before estimating the cost effect and entry in the cost control records.
11. Prepare change orders or scope change requests.
12. Supply reports from the system to all levels of management.
13. Provide investigatory and analytical expertise to ensure a responsive and reliable cost system.
14. Assist preparation quarterly corporate management review reports if required and highlight and critical areas and actions on same.
15. Prepare the project final cost report with a brief analysis on that picture for the project close out report, such as also serving as statistics for future projects.
16. To price check all the job's scope change orders and scope change requests.
17. To develop and maintain the project Cost Control Tool (CMS).
