The Development Advisor will be responsible for contributing to a robust and clear narrative of political, economic and governance-related trends and events in Vietnam, Cambodia and Laos as three Development Cooperation partner countries, and supporting Ireland's bilateral relationships. This will include:
• Research, analysis and regular reporting on domestic political and economic developments in Vietnam, Cambodia and Laos, and regional issues.
• Provide diplomatic officers with high-quality advice and input to support delivery of Embassy strategy cycle and annual business planning.
• Lead on ensuring political and institutional trends and developments in Vietnam, Cambodia and Laos are integrated into overall programming and diplomatic interventions.
• Build and maintain a network of domestic and international contacts and sources of expert analysis, and report on relevant development, political and economic issues.
• Support diplomatic officers (e.g. translation and interpretation) with participation at relevant engagements on development, political and economic themes.
• Translation and distillation of relevant news, policy and analysis on development, political and economic themes.
• Engage with private sector actors and associations to develop knowledge of trade and investment connections with Ireland and to support growth of business networks between Ireland and all three countries of accreditation.
• Support targeted trade promotion activities, including visits by Government ministers, to raise Ireland's profile as a trade and investment partner.
• Analysis and reporting on relevant political and economic developments in the EU-Vietnam and EU-ASEAN relationships, as well EU relations with Cambodia and Laos.
• Support coordination across 'Team Ireland' with Irish State Agencies (Bord Bia, Enterprise Ireland, Education in Ireland, IDA Ireland and Tourism Ireland) and regional coordination on trade issues with other Irish Embassies in South East Asia; conduct research and analysis to support the work of the Embassy in this area, particularly on economic trends and sectors of interest to Ireland and Irish business.
• Participate as needed in all relevant internal and external meetings and events including coordination sessions, technical discussions and partnership meetings;
• Other duties as required from time to time and directed by the Deputy Head of Mission and Embassy management.

Essential Requirements
• Candidates must have a degree qualification in a relevant discipline such as political science, trade, or economics.
• Candidates must have at least three years of relevant experience in a similar role and a minimum of six years of relevant professional experience.
• Candidates must be able to show examples of technical knowledge linked to Political, Trade, Economics, Development, and Governance as demonstrated in a previous role.
• Proven ability to undertake research, analysis and reporting on complex issues involving economic, trade, governance and investment developments in Vietnam and the region.
• Demonstrable experience in analysis and influencing policies at senior levels including working with government contacts, international organisations and/or bilateral and multilateral donors.
• Demonstrable experience of effectively building up and maintaining a network of contacts, counterparts and colleagues.
• Excellent interpersonal skills, persuasiveness, ability to work in a team and capacity to deal effectively with people in external organisations.
• Proven capacity for delivery of timely results and taking responsibility for quality outcomes.
• Candidates must be able to demonstrate excellent communication, writing and reporting skills including fluent written and verbal English and Vietnamese. Applicants may be contacted in advance to establish English language proficiency and a short written language test may be required. Knowledge of other regional languages is desirable, in particular Khmer.
• The successful candidate must have a legal entitlement to live and work in Vietnam prior to recruitment.
Desirable Skills and Experience:
• A good understanding of the role of the Department of Foreign Affairs and the Embassy;
• The successful applicant will work alongside other local employees of the Embassy, and will report directly to the diplomatic staff in the Mission. Previous experience in a diplomatic mission is desirable, but not essential.
Terms and conditions of employment:
• The successful candidate will be hired on a fixed-term contractual basis and will be based at the Embassy of Ireland, 2nd Floor, 41A Lý Thái Tổ, Hoàn Kiếm, Hà Nội.
• The position is full time, Monday to Friday, no less than 35 hours per week, with standard
office hours from 8:30am to 4:30pm.
• Annual Leave entitlement 20 days per annum.
• The salary for the position is USD $53,839.66 per annum, paid locally on a monthly basis. Salaries are paid in local currency and converted by the exchange rate of VietcomBank on the date of bank transfer. Salaries are paid direct to a bank account, therefore, the successful candidate must have a bank account.
Selection Process:
• Depending on the number of applications received, a short-listing of candidates to be called for a competency-based interview may be undertaken based on the Essential Requirements above.
• It is planned that interviews will be held before the end of June 2026;
• A skills test may be included in the recruitment process;
• A second interview may be included in the recruitment process; and
• A panel may be set up depending on the calibre of candidates.

Security Clearance for Local Staff
Police security clearance will be sought in respect of individuals who come under consideration for appointment. Enquiries may also be made with the police force of any country in which the applicant under consideration for appointment resided. If unsuccessful, this information will be destroyed. If the applicant subsequently comes under consideration for another position, they will be required to supply this information again.
