COMPANY INTRODUCTION

WVV's Area Program (AP) usually focuses within one administrative district of a province which populated by ethnic minority people with high rates of poverty. A uniqueness of WVV's Development Program Approach (DPA) is that AP team members are based at district level where the AP is located, which enables them to work closely with government partners and communities on a daily basis. Beside the APs, WVV is also implementing different Special and Grant Projects to meet the specific needs of vulnerable children in both AP and non-AP areas.

JOB DESCRIPTION
Project implementation (70%):
Provide overall technical support in GEDSI integration in programming and advocacy.
Provide training and coaching for project team and APs on GEDSI aspect of the approved THRIVE project.
Regularly check with project team and APs on the implementation of GEDSI activities and timely discover GEDSI aspects that need to be strengthened.
Work with matrix managers and scale up targeted GEDSI programming models, drawing on global models and approaches, with an emphasis on contextualized regional and locally-led initiatives.
Ensure clear linkages and pathways of change between GEDSI programming and Child Wellbeing outcomes under THRIVE project.
Initiate and oversee GEDSI-related research that contributes to greater impact of THRIVE project and program quality.
Provide support to APs to ensure APs follow core international humanitarian standards.
Networking and Collaboration (10%)
Networking and partnering with relevant stakeholders
Design Monitoring and Evaluation (DM&E) (15%)
Track, keep record, and share the number of participants reached by the project implementation in every quarter.
Support in the development of project's reports and the documentation of the project's most significant change stories.
Support in GEDSI adaptation processes, project assessments, planning, implementation, monitoring & evaluation, documentation and dissemination of promising practices
Support project team on GEDSI integration and targeted household transformation to more active and confident in making their own change in gathering THRIVE and related data for reporting on Semi-Annual, Annual Reports and annual TP Report).
Support quality reviews of program reports and core documents as per WVI guidelines and donor standards
Analyse GESI-related trends and develop strategies to address them in collaboration with key stakeholders and relevant technical specialists.
Others (5%)
Participate in any other concept and proposal writing relating to GEDSI in empower economic for poor households as delegated by direct manager.
Actively participate in strategic forums to enhance resource acquisition
Perform any other duties that may be assigned by Direct Supervisor.
REQUIREMENTS
Preferred Knowledge and Qualifications
Strong oral communication skill and written communication skills.
Excellent facilitation skills and experience in developing training modules.
Experience in monitoring and evaluation (M&E).

Project implementation (70%):
Facilitate results-based planning, implementation and monitoring of S4T interventions to ensure improved households and child wellbeing especially the most vulnerable.
Provide technical support to APs and/or projects on the effective formation and operation of Saving for Transformation Groups to ensure their viability and effectiveness (both of new and existing S4T groups) through minimum standards of S4T in THRIVE 2030 project.
Provide support in train collaborators/ local facilitators on the knowledge and skills to support and monitor Savings for Transformation (S4T) groups: Responsible for providing training to project collaborators/ local facilitators on the necessary knowledge and skills to support and monitor S4T groups. This includes training on financial literacy, capacity building, and monitoring techniques.
Provide in Form/strengthen and build the capacity of new/existing S4T groups: Providing support to AP staff to work towards the formation and strengthening of Savings for Transformation (S4T) groups.
Provide support in Organize cross-visits and exchange learning: Facilitating cross-visits and learning exchanges between different S4T groups. These activities provide opportunities for S4T members to learn from successful groups and adopt best practices in financial literacy and livelihood activities.
Conduct extensive field visits and offer technical and strategic support to staffs in THRIVE implementing at APs within cooperation with Livelihood Technical Program Officers (TPOs).
Liaise with World Vision US focal person in ensuring donors and other stakeholder's expectation in term of S4T is well achieved and communicated.
Deliberately create synergies and resource leverage with all World Vison APs and projects, ensure that S4T is well coordinated and contribute to WVI ministry impact.
Facilitate linkage of the World Vision Saving for Transformation Groups, Producer Group, Producer Association to Financial Institutions specifically VisionFund.
Capacity building, in cooperation with Livelihood team, to APs, frontline staffs, partners and community members on global updates as well as implementation and better ways of performing different livelihood interventions models.
Promote the use of digital platforms for loans, savings, and market linkage: In collaboration with TPOs to work with Dream Start Labs representative and Micro Finance Unit in promoting the adoption and utilization of digital platforms for various financial services and market linkages. Work with the finance team to ensure efficient and effective utilization of the resources
Monitoring, Evaluation, Learning and Reporting (25%)
Maintains and S4T database/records including Horizon, MIS Power BI and/or DreamSave for informed decision, sustainability and replication of livelihood initiatives.
Work with DME and Livelihood teams to develop and implement the project's impact measurement system, including collection of baseline and periodic data for tracking project performance and decision-making.
Ensure preparation of quality S4T progress reports (Annual, Semi- Annual) as per established timelines and submit to the Project Manager and World Vision US.
Plan and facilitate project periodic review meeting to assess progress, adjust plans, and draw/disseminate lessons learned on S4T portfolio;
Participate in reflective learning forums (quarterly reflection meetings, workshops, etc) internally and externally with project stakeholders.
Maintain regular communication with THRIVE 2030 Regional Integration Managers, World Vision US team and Project manager as needed
Other responsibilities (15%):
In collaboration with other departments, facilitate documentation and sharing of processes, challenges, best practices and lessons learnt among projects and APs on S4T.
Represent World Vision in various national and international learning and sharing meetings/workshops/conferences related to S4Ts as assigned by Project Manager.

Planning

Sponsorship integration:

Ensure sponsorship Integration in Technical Programs and CESP and ensure all RC are actively and meaningfully participated in and benefited through program activities in the assigned target communes.
Support the child monitoring processes and follow up with case management of registered children in assigned communes. Ensure reporting and follow-up adherence to child death, sickness and accident/protection protocols.
Integrate sponsorship communication in program activities where possible.
Provide support to AP manager to captures Transformational Stories of Registered children to communicate with sponsors.

HEA-DRR
Take Disaster Risk Reduction - Response to Climate Change (DRR-RCC) into account when coordinating, implementing, M&E of AP/Project's activities to ensure that climate change and disaster risks can be addressed and reduced. He/she is also expected to coordinate with related staff/partners, join emergency response in the targeted Area Program when needed.
PROGRAM MANAGEMENT (50%)
Implementation of Technical Models and Advocacy
Work with partners and team members to ensure that there is a good understanding of the local context, vulnerabilities, opportunities, risks, data gaps, issues and approaches needed to operate in rural contexts.
Work closely with Technical Program Officers (TPOs) to introduce and build capacity for local partners on technical project models, guidelines, tools.
Facilitate the implementation of technical models in alignment with the standard guidelines (cost norms) and tools while ensuring that they are suitable for the uniqueness of the AP context.
Work closely with TPO and technical local partners to facilitate the supportive supervision process in assigned communes to ensure technical quality of the project models
Mainstream Cross cutting themes (CPPa, gender, environment, disability, climate change adaptation) in all project activities whenever appropriate
Document impactful and evidenced-based practices in local context through capturing this in case studies and share internally and externally as relevant
Monitor and report (Indicators Tracking Table (ITT) and narrative) on the progress of Technical Projects (monthly, semi-annually, annually), program quality self-review tools and checklist for AP among others.
Facilitate communities and partners to participate in the baseline survey and evaluation in assigned communes
Support in exploring research opportunities in the area to better understand issues and vulnerabilities and utilize this data in advocacy, external engagement and policy work.
Support AP team in mobilizing the established partnerships and networks within the area to strengthen advocacy and policy work and better address key issues facing by children in an impactful and sustainable manner.
Financial Management

COMMUNITY ENGAGEMENT AND SPONSORSHIP
1. Planning
Facilitate partnering/ networking with and connections among different local stakeholders (formal and informal community groups, businesses, NGOs and local government agencies, etc.) to mobilize resources for the well-being of children in alignment to the stakeholders mapping of the area
Raise awareness of local partners and community in assigned commune on WV's Christian identity and values, child focused and community-based development approach
Facilitate capacity building for communities and local partners in Area Program (AP) planning and annual community review and planning with a focus on AP contexts, its challenges and opportunities
Facilitate AP planning activities at the assigned communes
Facilitate annual community review and planning at the assigned communes with a focus on impact, sustainability and effectiveness.
Support communities and partners to develop and implement the community-based disaster preparedness plans
2. Monitoring
Facilitate capacity building for communities and local partners in the assigned communes in shared monitoring that is suitable for local community
Facilitate shared monitoring activities and reports
Facilitate refection meetings with participation of communities
Facilitate annual program effectiveness/ PAF self-review and community-based groups self-review
3. Child participation and protection:
Strengthen child clubs and children led community initiatives
Promote the use of child friendly tools such as photo voice, body map, river of life to increase child participation and voice in the community
Strengthen child protection committees in the assigned communes
4. Most Vulnerable Children (MVC) inclusion:
Facilitate capacity building for communities and local partners in MVC mapping for AP contexts to ensure that all vulnerable groups are mapped out and reached
Facilitate the process of MVC mapping and updates
Utilize MVC mapping results for program planning and support - to make sure MVC are included and best benefiting from technical project interventions/ models
Document best practices, lesson learnt and Most Significant Change (MSC) stories of MVC and their families
5. Micro projects:
Strengthen community-based groups the assigned communes and build capacity for them in micro projects planning to complement the goal of the program.
Identify and engage communities and partners in micro projects
Facilitate the community-based groups in development and implementation of micro projects
Facilitate community-based groups in monitoring and reporting of micro projects.
6. Sponsorship integration:
Ensure sponsorship Integration plan is a part of Annual Community Review and Plan to maximise integration with programme activities and to support development of Community-Led Care & Protection and Children's Participation and Voice within the community.
Ensure sponsorship Integration in Technical Programs and CESP and ensure all RC are actively and meaningfully participated in and benefited through program activities in the assigned target communes.
Support the child monitoring processes and follow up with case management of registered children in assigned communes. Ensure reporting and follow-up adherence to child death, sickness and accident/protection protocols.
Integrate sponsorship communication in program activities where possible.
Provide support to AP manager to captures Transformational Stories of Registered children to communicate with sponsors.
Support the Efficient management & delivery of sponsor engagement features to meet quality and delivery standards.
7. HEA-DRR
Take Disaster Risk Reduction - Response to Climate Change (DRR-RCC) into account when coordinating, implementing, M&E of AP/Project's activities to ensure that climate change and disaster risks can be addressed and reduced. He/she is also expected to coordinate with related staff/partners, join emergency response in the targeted Area Program when needed.
PROGRAM MANAGEMENT
1. Implementation of Technical Models and Advocacy
Work with partners and team members to ensure that there is a good understanding of the local context, vulnerabilities, opportunities, risks, data gaps, issues and approaches needed to operate in rural contexts.
Work closely with Technical Program Officers (TPOs) to introduce and build capacity for local partners on technical project models, guidelines, tools.
Facilitate the implementation of technical models in alignment with the standard guidelines (cost norms) and tools while ensuring that they are suitable for the uniqueness of the AP context.
Work closely with TPO and technical local partners to facilitate the supportive supervision process in assigned communes to ensure technical quality of the project models
Mainstream Cross cutting themes (CPPa, gender, environment, disability, climate change adaptation) in all project activities whenever appropriate
Document impactful and evidenced-based practices in local context through capturing this in case studies and share internally and externally as relevant
Monitor and report (Indicators Tracking Table (ITT) and narrative) on the progress of Technical Projects (monthly, semi-annually, annually), program quality self-review tools and checklist for AP among others.
Facilitate communities and partners to participate in the baseline survey and evaluation in assigned communes
Support in exploring research opportunities in the area to better understand issues and vulnerabilities and utilize this data in advocacy, external engagement and policy work.
Support AP team in mobilizing the established partnerships and networks within the area to strengthen advocacy and policy work and better address key issues facing by children in an impactful and sustainable manner.
2. Financial Management
Manage resources with integrity and stewardship, in compliance with WVV's financial policies and procedures.
Coordinate procurement and strategic sourcing in assigned communes
3. Others

REQUIREMENTS
Knowledge & Skill
Required Education, training, license, registration, and certification
Bachelor degree, preferably in education, public health, community development, social work.
Motorbike driving license

JOB DESCRIPTION
1. ​Sponsorship Management and Coordination:
Child Sponsorship essentials: Manage Child Sponsorship as a transformative relationship of children and sponsors, fulfilling donor promise. Ensure participation of registered children, ensuring Child Sponsorship contributes to child well-being through two essentials of Community-Led Care & Protection and Children's Participation and Voice within the community.
Child, family and community's experience of Sponsorship: Manage the operations of Child Sponsorship within the Area Programme to ensure community, family, and children's experience of every aspect of sponsorship is enjoyable, transformative and that children's views are actively considered through feedback processes. Ensure every sponsorship activity with children contributes directly to the child's life alongside any organisational output that is gathered. Utilise sponsorship to build child leadership, skills and voice.
Sponsorship operations implementation: Provide specialised support for the implementation of Sponsorship Operations within the Area Programme. Ensure Child Sponsorship processes are managed efficiently and with quality according to global and national standards. Facilitate efficient and timely implementation of planned activities within time, scope and budget. Review Sponsorship Standards to ensure they are consistently met and achieved. Identify issues and concerns on sponsorship service operations to ensure effective functioning of Sponsorship Operations within the AP.
Integration and planning: Support the AP Manager to ensure Sponsorship is included within AP plans to maximise integration with programme activities and to support development of Community-Led Care & Protection and Children's Participation and Voice within the community.
Sponsorship reporting: Facilitate Child Sponsorship reporting to ensure well-being of Registered Children and manage quality of Child Sponsorship, such as periodical CMS and SOI Exception reports (SSUI) for review, analysis, tracking and follow-up at AP level (analyse, reconcile AP Performance status, identify emerging issues and engage stakeholders).
RC Portfolio: Engage AP Manager to manage sponsorship key business process of RC Management to ensure RC supply for Support Offices is always within standard and meets budget, including creating new child records and reactivation of holds.
2. ​Sponsorship in Programming:
Sponsorship Integration: Provide Sponsorship in Programming subject matter expertise and technical support to ensure Child Sponsorship integrated within AP Annual Plans and TP and CESP activities. Ensure Sponsorship Risk Management is reviewed and applied. Review quality of Sponsorship in Programming annually using SiP Reflection tool. Ensure community, families, and children's understanding of child sponsorship for transformation.
RC and MVC inclusion and participation: Ensure all RC are aware of major planned activities in the AP that they could participate in and benefit from. Ensure all RC are included (participating and benefitting) in age-appropriate program activities (TP / CESP), as per Standards, contributing to their overall development. Ensure inclusion of MVC in sponsorship whenever appropriate. Ensure child participation data is captured, updated in SSUI, and analysed to inform AP Manager and team of the status of RC as proxy.
Community engagement: Participate in sponsorship education processes and provide technical input on sponsorship messaging and sponsorship aspects of community engagement, and ongoing community sponsorship education and messaging processes. Actively engage RC parents and community on new sponsorship initiatives to strengthen participation of parents and communities in sponsorship activities.
Manage Child Sponsorship to contribute to Community-led Care & Protection: Work with AP team to ensure Child Sponsorship contribution to local care and child protection efforts. Establish child selection and monitoring through local Child Well-Being Committee linked to child protection. This includes -
Child selection: the development of child community selection criteria into sponsorship programme, community participation in selection processes and mandated documentation is complete.
CMS: Support child monitoring processes to ensure children are monitored according to Child Monitoring Standards.
Case management and follow-up: Ensure SSUI Child-Wellbeing data (Case Management) is regularly reviewed and updated. Ensure reporting and follow-up adherence to child death, sickness and accident/protection protocols.
Programme links: Provide analysis, interpretation of CMS, Child-Wellbeing and child participation data with AP team for appropriate case management follow-through and action.
3. ​Sponsor and Child Engagement:
Nurture sponsor and child connections: Facilitate quality and timely communication between sponsors and Registered Children.
Manage sponsorship activities to contribute to Child Participation, Life Skills and Voice: Ensure sponsor engagement feature opportunities (IL, SL, CR, CGV, CPA, CC, APR, DPR, etc.) contribute to developing life skills and promoting child participation and voice. Support implementation of sponsor communication through programme activities as per activity designs.
Efficient management & delivery of sponsor engagement features: Facilitate practices and appropriate tools to ensure management of sponsor child communications (IL, SL, GN, EL, APR, CEW, CC, Queries, FL, BB, Sponsorship 2.0 content and sponsor queries), within sponsorship standards.
Quality review: Quality review of Sponsorship 2.0 products and translations.
Facilitate translation: Facilitate translation of correspondence to ensure accuracy and emotional nuance is communicated to children and sponsors.
Production and delivery of materials: Support coordination of design, development of communication materials, quality assurance and administration.
Sponsor visits: Plan and facilitate sponsor visits, and ensure the visiting sponsors are well attended on and get wide exposure and positive impression from visit, with adherence of required protocols
Capture transformational stories: Ensure Quality Communication that captures Transformational Stories to communicate with sponsors. Support the capture, document and share lessons, good practices, innovations, impact stories, photos and videos for other stakeholders.
4. ​Quality Assurance and Risk Management:
Child protection standards: Facilitate to ensure sponsorship data management, quality and practices are aligned to sponsorship and child protection policies, standards and procedures. Maintain updated child information in the system and ensure data protection as per WV Guidelines.
Awareness: Facilitate awareness of community, sponsors, registered children and ADP staff on sponsorship protocols and standards.
Risk management: Support in identification and mitigation of all risk exposures at AP level and Sponsorship Risk Assessment Programme as part of the RBIA and other accountability review processes to manage implementation.
5. ​Sponsorship Systems and Processes:
Manage business processes: Manage Sponsorship Business Processes to achieve efficient outcomes. Regularly review or contextualise any business process where there are emerging problems in meeting standards.
Child data record management: Coordinate child data record management (quality, entry in SSUI, monitoring, tracking, exception reporting, follow-up) in accordance with partnership standards.
Systems maintained, updated and function: Collaborate with WVIT and NO IT in maintenance and update of sponsorship systems to ensure SSUI, child data, sponsorship systems and Horizon mobiles are maintained and regularly updated as per WVIT protocols and properly functioning at the field level. Ensure the functioning of all Sponsorship Business Systems (data flow between AP, NO and SOs and vice versa - reconciliation of data discrepancies)
Storage, filing and security meets policy requirements: Ensure storage and safe-keeping of child data, sponsor addresses, sponsorship documents, files, systems and are aligned to child protection policies, standards and procedures. Maintain security of Sponsorship data, system resources and sponsor addresses.
6. ​Capacity Building, Team Management and Collaboration:
Annual reflection: Facilitate annual reflection and assessments on community sponsorship understanding, child participation and voice and community led child protection. Maximise child participation and voice in annual reflections and other opportunities that arise, such as evaluations or community processes.
Sponsorship capacity building: Facilitate capacity building trainings on sponsorship standards, emerging practices in child participation, child engagement, SOI, CS, correspondence, rich media, business processes, manuals, policies and sponsorship initiatives to staff, children, community volunteers and partners - follow up its implementation and application. Enable team of staff and volunteer establish strong relationship with and mechanism to support children and families for active participation and engagement in programme and sponsorship.
Capacity Gaps: Identify capacity gaps at Area Program level, volunteers and community and use the most appropriate training approach to address.
IT training: Provide capacity building to DFs on SSUI Mobile, Horizon Desktop and Rich Media. Provide orientation to community volunteers on relevant Horizon features and provide practical training and testing of their performance
Equip community volunteers, CWB committees: To inspire, equip and manage community volunteers and CWB committees as active agents of change for children with the required skills to meet Child Sponsorship requirements and to be emotionally available for children to contribute positively to their lives. Ensure appropriate training for emerging child and adolescent leaders
REQUIREMENTS
At least 2 years of development facilitation in and with communities.
Experience in design and facilitation of training programmes.
In depth understanding and experience in Child Sponsorship and its contribution to child wellbeing.
In-depth understanding and experience in development program approach.
Area programme work experience in Sponsorship or development projects.
Demonstrated competencies in program planning and reporting.
Demonstrated competencies in operational aspects of child sponsorship.

JOB DESCRIPTION
Financial policy compliance and risk management (50%)
Work closely with Project Manager as well as with other Finance Officers on donor compliance issues and procedures, advice on possible disallowed costs and budget amendment(s)
Maintain a strong control environment in the project by ensuring compliance to WVI/WVV financial policies, grant/donor requirements and government regulations.
Assistance is provided to the Project Manager in developing regulation of Project financial management
Perform financial review of purchase requests in Coupa system and review travel and employee expenses report in Concur system ensuring available budget and proper coding of transaction.
Conduct regular financial review of project related transactions including CAL allocations as necessary and ensure accuracy of allocation of expenses to the project
Administrative financial services are provided to the project to ensure high level of compliance, quality, accuracy and consistency of work in project implementation.
Consistent service delivery is ensured by collaborating and working closely with all of the team members of the Project.
All the day to day operational procedures in planning, implementation, monitoring and evaluation, closure, audit, etc. are conducted in timely manner and in line with WV Policy and Procedure as well as Field Financial Manual (FFM) and Grant requirements.
Adequacy and correctness of the supporting documents ensured for payments and/or voucher preparation (using Voucher Interface) to ensure consistency with WV's Policy and donor requirements.
The financial transactions are monitored regularly to maintain project financial account in place and in order.
The quality of the goods and services delivered to the beneficiaries is verified by conducting random visit to the project sites.
Attend donor's call meeting and regularly communicate grants financial management practices and updates to colleagues in program, finance departments and SO.
Orient and on-going train project staffs and partner on relevant WV accounting policies and procedures as well as donor requirements.
Assisting in internal and external audits.
Budget management and financial reports (30%)
The Project Manager is assisted in planning and developing project budget in line with the approved project design and its log frame.
The financial reports cover memo are timely prepared with variance explanations (quarterly), Advances & Payables Aging Analysis, the asset register is updated, the bank reconciliation performed monthly. All these reports are posted onto FFR Database on a quarterly basis.
The Sun System generated financial reports are checked and verified for any non-project related expenses, discrepancies and irregularities from the Program finance manual.
Closely monitor grant spending and initiate budget revision and/or no cost extension as appropriate for grants in close coordination with Project Manager and implementation team
The Project Manager is updated on the project spending status and pattern to avoid risks of ineffectiveness and material overspending or under-spending of the Project budget.
Project Manager is assisted with regular financial projection data to make timely data-driven decision. - Prepare and submit Donor's Reports to Senior Finance Officer and Project Manager in donor required format on a timely basis
Work with financial department and Project Manager to address all financial questions raised by the donor.
Filling (10%)
A systematic filing system of key documents is established and maintained (in hard copy and soft copy) and in line with audit requirements.
All financial and other records required for audit purposes are maintained, and assistance provided in regular auditing of the Project.
Others (5%)
Perform any other duties that may be assigned by Direct Supervisor.
REQUIREMENTS
1. Required Education, training, license, registration, and certification
