Task 1: Manage estimating activities
Planning, processing, forming, managing, allocating and supervising estimating work.
Quality control and implementation schedule.
Assign and control the quality of work, control progress for subordinate employees and volume consulting units.
Task 2: Control construction costs of projects
Search for construction contractors.
Control of construction costs including estimation, cash flow.
Coordinate relevant departments to control design and construction costs within budget.
Check the volume of contractors.
Control and periodically report on budgets and cost plans.
Evaluating and reporting on contractor selection (including but not limited to design and construction consultancy packages, items: architecture, structure, MEP, furniture, infrastructure...) to meet the project schedule for assigned works.
Task 3: Control the bidding process of projects
Advising management in establishing estimating, cost management, contracting, and contracting processes. Periodically, update and propose to refine the process in accordance with the actual situation.
Evaluating and reporting on contractor selection (including but not limited to design and construction consultancy packages, items: architecture, structure, MEP, furniture, ...) to meet the project schedule for assigned works.
Responsible for project dossiers, managing the process of bidding works, competitive bidding.
Establish the division of bidding packages for the project, manage the work progress of the estimating team in accordance with the overall progress of the whole project.
Control the preparation of bid documents, bid evaluation for construction packages.
Control and negotiate prices and contracts for construction packages.
Control contract drafting for construction packages.
Control the preparation and confirmation of volumes for packages of supply of materials, the volume of payment to contractors.
Task 4: Manage construction contracts of projects & Payment
Together with the Procurement Department, prepare and negotiate economic contracts on the basis of compliance with the Company's regulations, Vietnamese laws, and for the reasonable interests of the Company.
Ensure the inspection of contracts, annexes arising and settlement in accordance with the budget, legal status of the project, compliance with the Company's procurement process, and benefit to the Company.
Control the evaluation, issuance of payment certificates, arising certificates, settlement for construction contracts.
Prepare other metric reports as required.
