BACKGROUND :
IRD VN is a locally registered social enterprise in Viet Nam. IRD VN is a young, dynamic and growing organization. Though we started in 2016, we now have over 30 office-based staff working across five cities in Viet Nam. IRD VN works in close collaboration with the Vietnam Administration for HIV/AIDS Control, the National TB Control Program, Provincial CDCs and TB Programs, and other in-country partners to implement projects funded by USAID, the Stop TB Partnership's TB REACH initiative, the Centers for Disease Control and Prevention (US CDC), UNITAID and Otsuka.
In collaboration with US CDC, IRD VN is helping promote progress towards sustained HIV epidemic control by bridging current gaps in private sector engagement, linking Viet Nam's HIV and public health system, and infusing a Clinical Business Intelligence (CBI) approach with HIV program stakeholders. The project objectives have been designed in alignment with key requirements for HIV program services as well as cross-program areas (CPA) including Strategic Information (SI) and TB/HIV in seven focus provinces (Ha Noi, Hai Phong, Thai Nguyen, Ho Chi Minh, Binh Duong, Long An) of Viet Nam. We will catalyze the expansion of client access and uptake to high-quality HIV services in private and community care settings through a Private Provider & Community Support Agency model.
We are looking for a qualified, independent, experienced and functional HIV Strategic Information and Data Officer to assist with the execution of duties.

MAIN DUTIES AND RESPONSIBILITIES :
The HIV Strategic Information and Data Officer will collect, validate, analyze, and report data to facilitate service delivery, research and donor relations and they will report to the HIV Programs Manager based in Ho Chi Minh City, as well as a cross-cutting M&E team based in Ho Chi Minh City.
This position will be responsible for the following activities:
1. Provincial-level Strategic Information Coordination and Technical Assistance
Coordinate and support planning, implementation, and budget management of the SI component at the provincial level.
Facilitate meetings with provincial CDCs for project implementation discussions.
Provide guidance and feedback to provincial partners during technical meetings.
Coordinate and provide technical assistance to strategic partners at the provincial level, including CDC/PAC and district sites.
Verify and ensure the cleanliness of real-time data collected by provincial partners.
2. Power BI Support for HIV/AIDS Activities
Develop and maintain Power BI dashboards.
Analyze data and identify trends.
Provide technical support and training.
3. Data Reporting and Management
Analyze program data for quarterly donor reports.
Ensure data quality through quality assurance activities.
4. Others
Other activities requested by IRD VN management.
REQUIRED EXPERIENCE/SKILLS :
Bachelor's degree in a relevant field (e.g., public health, statistics, epidemiology).
Experience in strategic information, monitoring and evaluation, and data analysis.
Familiarity with data visualization tools, particularly Power BI.
Strong organizational, communication, and interpersonal skills.
Ability to work independently and in a team.
Attention to detail and accuracy in data management.
HIV/AIDS or public health experience preferred.
Fluently English is a plus
