TERMS OF REFERENCE In August 2020, the Ministry of Social Affairs, Veterans and Youth Rehabilitation (MoSVY) launched the national Social Rights-Based Disability Identification mechanism. This initiative aims to establish a standardized system for collecting disability-related data using the web-based Disability Management Information System (DMIS). It also involves issuing identification cards to individuals with disabilities, enabling them to access social protection services and other benefits.
The national Social Rights-Based Disability Identification mechanism serves as an administrative database and forms the basis for providing services and promoting the development of persons with disabilities. Data from individuals with disabilities are collected at the village level through focal points at the commune/sangkat level, and these records are stored digitally in the DMIS.
The purpose of this consultancy is to update the Disability Management Information System (DMIS) in line with the newly revised Social and Rights-Based Disability Identification Guidelines. The consultancy will also support the management of the DMIS and strengthen data interoperability with key systems, including the GS-NSPC social protection registration portal, the Ministry of Planning (MoP), DGTVET, NEA, and other relevant platforms. IT support is required to upgrade the DMIS mobile application, frontend and backend systems, and the Management Information System (MIS), as well as to support the development of data interoperability with other systems and the DMIS website.

Minimum requirements:
Education: A bachelor's university degree in IT, digital systems, coding, or other qualifications with sufficient relevant work experience.
Work Experience:
At least 5 years of professional experience in DevOPS, PHP, React and JavaScript
Expert level coding utilizing PHP, the Laravel Framework
At least 2 years of progressive experience working with App systems design and/or systems management
Skills (optional):
Have proven work experience in fintech and large-scale system-based programmes
Strong technical knowledge of system architecture, software development methodologies, programming languages, databases, and network infrastructure.
Analyzing complex business requirements and technical challenges and providing innovative software solutions.
Language Requirements: English
Desirables: Prior work experience with UNICEF or other UN organizations is an asset
