POSITION OVERVIEW
The Procurement Manager - Indirect & CAPEX is responsible for building and leading a professional procurement function that controls indirect spend and capital expenditure across the company's factory, wholesale, and FreshCool retail operations. This role focuses on cost optimization, vendor governance, CAPEX sourcing, and establishing procurement infrastructure to support business scale.
This role manages indirect spend and CAPEX only. All trade buying (fresh produce, protein, FMCG) is owned by dedicated Business Directors.
1. SCOPE OF RESPONSIBILITIES
1.1 Strategic Procurement
• Develop and manage supplier base for indirect categories (equipment, packaging, services, IT, maintenance)
• Typical indirect spend categories include: cold storage equipment, store fit-out materials, packaging, logistics services, IT hardware, and facility maintenance - not fresh produce or protein.
• Lead negotiation and contract management across all indirect categories
• Deliver 5-10% cost savings across managed spend categories
1.2 CAPEX Sourcing
• Source equipment for factory expansion and FreshCool retail store build-outs
• Ensure cost efficiency, quality standards, and on-time delivery of CAPEX projects
• Manage vendor selection, comparative bidding, and contract execution for all capital projects
1.3 Vendor Management
• Build and operate a vendor evaluation and performance management system
• Manage supplier risk, reduce single-source dependency, and develop alternative supply options
1.4 Process & Governance
• Establish procurement SOP and approval workflows from the ground up
• Implement spend tracking, reporting dashboards, and compliance monitoring
1.5 Business Support
• Provide cost benchmarks and supplier market insights to business teams
• Act as internal procurement advisor to trade buying teams - providing cost benchmarks and supplier insights, without owning or approving their
purchasing decisions.
2. KEY PERFORMANCE INDICATORS
• Cost savings achieved vs. target (5-10% annual reduction)
• CAPEX projects delivered on time and within budget
• Vendor scorecard coverage and average supplier performance rating
• Procurement SOP and approval workflow in place within first 90 days
3. QUALIFICATIONS & REQUIREMENTS
Education & Experience
• Bachelor's degree in Supply Chain, Business Administration, Engineering, or related field
• 5-10 years of procurement experience in FMCG, food manufacturing, or organized retail
• Proven track record of cost reduction through structured supplier negotiation
• Experience in CAPEX sourcing and project procurement is a strong plus
Knowledge & Skills
• Strong negotiation, contract management, and vendor evaluation skills
• Ability to build procurement frameworks and SOPs from scratch
• Solid understanding of supply chain economics and indirect spend management
• Hands-on, practical mindset - not overly corporate or process-bound
• Good command of English for managing international supplier relationships
