Position Overview
The Project Director (Technical Lead) will represent the Project Owner /
Developer and serve as the senior executive authority on all technical and design engineering matters for a major coal-fired power plant project in Laos.
The Project Director (Technical Lead) will be based at the corporate headquarters in Bangkok and will lead technical delivery and project management from the early Development Phase through Construction, Commissioning, and Final Handover. The role will define the technical and project management strategy, direct collaboration with the Owner's Engineer and other technical consultants, and optimize plant design and delivery for efficiency, reliability, environmental performance, constructability, schedule, cost, risk, and lifecycle cost-effectiveness.
Key Responsibilities & Accountabilities
Reporting Line and Authority: Reports to the Project Owner's executive management and leads the Project Owner's technical function for the project. Provides technical direction to internal teams, consultants, the Owner's Engineer, EPC contractors, and OEMs within delegated authority, while escalating matters requiring executive or board approval.
1. Development Phase & Design Optimization
Strategic Technical Leadership: Define overall plant technical concepts, scope of work, technical philosophy, and performance guarantees.
Consultant & Owner's Engineer Management: Direct, manage, and coordinate with the Owner's Engineer and other international technical consultants to review, challenge, and refine plant engineering concepts and studies.
Design Optimization & Value Engineering: Lead value engineering initiatives to optimize capital expenditure (CAPEX), operational expenditure (OPEX), heat rate efficiency, and plant constructability without compromising safety or reliability.
EPC Specifications & Tendering: Lead the development of the Employer's Requirements (ERs) for EPC tender packages and participate in bid evaluation, technical negotiations, and contract finalization with EPC contractors.
Grid & Fuel Interface: Direct technical studies regarding grid interconnection, coal supply quality specifications, coal logistics, and water source availability.
Project Governance & Decision Gates: Establish the technical governance framework, decision rights, stage-gate criteria, and approval processes for major design, procurement, construction, and commissioning decisions. Provide clear technical recommendations to the Project Owner's executive management and escalate material risks, deviations, and decisions requiring owner approval.
2. Detailed Engineering Review & Interface Management
Technical Oversight: Direct the review and approval process for basic and detailed engineering deliverables submitted by the EPC Contractor and OEM equipment manufacturers.
Complex Interface Management: Oversee critical engineering interfaces across boiler, turbine, and generator (BTG), balance of plant (BOP), FGD/environmental control systems, coal/ash handling, civil/structural, and DCS/electrical systems.
HAZOP, HSE & ESG Governance: Lead Hazard and Operability (HAZOP) reviews, safety-in-design assessments, health, safety and environmental (HSE) assurance, and environmental, social and governance (ESG) compliance audits alongside technical consultants.
Technical Team Leadership: Build, lead, and coordinate the Project Owner's multidisciplinary technical team across engineering, construction, commissioning, environmental, commercial, and operational interfaces. Set priorities, allocate responsibilities, assess team capability, and ensure timely resolution of cross-functional issues.
3. Construction Phase Technical Governance
Field Engineering Governance: Serve as the final escalation point for complex technical field queries (RFIs), major engineering change requests (FCNs/DCNs), and critical non-conformance reports (NCRs).
Technical Change & Claims Management: Govern the technical change-control process and assess the scope, cost, schedule, performance, warranty, and contractual implications of proposed changes, variations, claims, and deviations. Coordinate with the commercial and legal teams before recommending approval or rejection to the Project Owner.
Integrated Project Controls: Provide technical input to the integrated master schedule, project budget, procurement plan, and risk register. Monitor critical-path engineering and procurement activities, forecast potential schedule or cost impacts, and define mitigation and recovery actions with the project controls team.
Site Technical Audits & QA/QC: Conduct scheduled site visits to Laos to inspect construction progress, verify alignment with approved designs, oversee quality assurance and quality control (QA/QC), and ensure applicable technical and construction quality standards are maintained.
FAT Oversight: Oversee Factory Acceptance Tests (FAT) for critical high-value equipment (e.g., steam turbine, generator, boiler pressure parts, main transformers).
4. Regulatory, Permitting & PPA Technical Compliance
Regulatory Compliance: Ensure all plant design specifications comply with Lao PDR regulatory requirements, applicable international good industry practice, environmental emission standards, and Power Purchase Agreement (PPA) technical schedules.
Lender Technical Advisor (LTA) Interface: Act as the primary technical point of contact for Lenders' Technical Advisors (LTA), ensuring all technical due diligence requirements, environmental/social action plans, and monitoring reports are satisfied.
5. Commissioning & Commercial Operation (COD)
Performance Testing & Acceptance: Oversee the development and execution of plant performance guarantee tests and reliability run tests, verify compliance with contractual acceptance criteria, and recommend technical readiness for COD.
Operations Readiness: Coordinate early engagement with the future operations team to confirm staffing, training, operating procedures, maintenance strategy, consumables, special tools, spare parts, asset management systems, and other readiness requirements before commissioning and COD.
Handover & Asset Integrity: Ensure comprehensive as-built documentation, O&M manuals, spare parts strategy, and operational handover protocols are completed before transition to the operations team.
