Mô tả công việc
Chemonics International Inc., is USAID's implementing partner on Vietnam Action Against Plastic Pollution (VnAAPP) Project. The Project is an innovative and ambitious program designed to reduce ocean plastic pollution at its source in Vietnam through strategic approaches such as convening stakeholders' power, promoting creation and implementation of data-driven policies, enhancing knowledge and sharing learning, promoting appropriately scaled technology and solutions, and providing technical expertise and building capacity of local governments to manage waste at its source to prevent plastic pollution in our oceans. Three main objectives of the Project are (i) supporting multi-stakeholder actions for Extended Producer Responsibility (EPR), (ii) supporting scalable, demonstrated Single-Use Plastic Products (SUP) reduction measures, and (iii) supporting the development and implementation of sub-national level Integrated Solid Waste Management Plans (ISWM).
The Provincial Engagement Lead will be responsible for providing leadership and ensuring quality results for VnAAPP's implementation at the provincial level. The Provincial Engagement Lead provides technical support, facilitation and activity management across the provinces in which VnAAPP will implement (not yet decided) in order to ensure coherence and synergy in achieving program objective. The Provincial Engagement Lead will engage, and work with, MONRE, DONRE, other related state agencies, particularly at the province level, to ensure planning and implementation is based on priorities and agenda set by program governance structures. Under direction from the DCOP, the Provincial Engagement Lead will work with the Technical Team, Operations & Finance Team, Collaborating, Learning, and Adapting (CLA) and Monitoring, Evaluation, and Learning (MEL) Team to ensure VnAAPP is delivered efficiently and effectively. The Province Engagement Lead will be accountable to the DCOP for province-related results.
Key Responsibilities
- Engagement
▪ Provide leadership on engagement with Government of Vietnam (GoV) agencies, relating to VAAPP outcome areas, at the provincial level.
▪ Ensure strong ownership and buy-in from the GoV at the provincial level.
▪ Manage a strong and effective working relationship with MONRE, DONRE and other strategic partners at the provincial level.
▪ Provide active support to ensure governance mechanisms are functioning and by guided by direction from the Technical Team and VnAAPP Leaders.
▪ Develop strong and productive working relationships with other organizations delivering related programs in Vietnam.
▪ Collaborate with, and support, the Strategic Communications Specialist with communicating program progress and achievements, as well as best practice and success stories to relevant stakeholders.
- Implementation, Management and Quality Assurance
▪ Lead the design of activities in workplans that are focused on VnAAPP's provincial engagement, to ensure workplans and activities are aligned with GoV priorities and MONRE priorities.
▪ Provide leadership and management to the implementation of VnAAPP's activities at the provincial level, as agreed to in the workplan.
▪ Work with the CLA & MEL Team to ensure quality of planning, implementation and outcomes
Provide leadership to Provincial Unit to ensure program activities are undertaken as per work plan, on time, of good quality, within budget and compliant with relevant manuals, policies and procedures.
▪ Ensure adequate resourcing and capacities for implementation teams in the provincial level.
▪ Manage the financial resources related to program implementation in the province.
▪ Provide timely and quality reports, documentation and knowledge products.
▪ Oversee reporting processes for provincial engagement to ensure quality and timely submission to GoV counterparts;
▪ Support collaboration with strategic partners.
▪ Work with the Operations & Finance Team to oversee operational aspects of the Program implementation, including HR, procurement, financial and risk management processes in the provinces.
▪ Work with Chemonics experts to ensure that work plans align with Chemonics, MONRE, USAID and best practice principles and policies
▪ Oversee a team of Field Managers, and Field Coordinators (4) provided by consortium partner Centre for Marinelife Conservation and Community Development (MCD).
▪ Undertake other duties as required by the DCOP.

▪ Proven capacity to manage work plans, multiple activities and tasks concurrently, work independently and take initiative.
▪ Strong analytical, written and verbal communication skills, with the ability to communicate with a variety of audiences and produce high-level reports.
▪ Sound judgement, decision making ability and quality assurance experience.
▪ Demonstrated ability to communicate with a wide range of stakeholders from diverse backgrounds.
▪ Fluency verbal and written communication in Vietnamese and English required.
