The U.S. Mission in Vietnam - U.S. Consulate General in Ho Chi Minh City is seeking eligible and qualified applicants for the positions of Public Health Specialist (TB/HIV) (not to exceed 2 years from date of hire) in its US Centers for Disease Control and Prevention (US CDC).

Duties: Job holder is a public health technical advisor and medical officer responsible for managing the collaboration between the agency and host government ministries and other organizations that support Tuberculosis (TB) and TB/Human immune-deficiency (HIV) and Infection Prevention and Control (IPC). The position is part of a team under the direction of the Regional TB Advisor for the Division of Global HIV and TB (DGHT) based at the US Centers for Disease Control and Prevention (US CDC) Program in Viet Nam. Job holder shares oversight responsibilities for the design and implementation of a portfolio of TB and TB/HIV public health- related technical program activities to support the Government of Viet Nam (GVN) working through both the Hanoi-based and Ho Chi Minh City-based CDC Vietnam offices.



Serves in a TB, TB/HIV and IPC technical advisory role to Ministry of Health, fosters cooperation with host government to develop and/or adapt national and local TB and COVID-19 infection control and prevention policies as well as spearheading innovative patient-centered differential service delivery models of care in the context of different levels of COVID-19 risk. The incumbent will develop evidence-based guidelines and best practices. Duties and responsibilities include strategic TB and COVID-19 IPC and patient care technical assistance, program planning and development of activities through multiple funding sources including COVID-19 funds, PEPFAR funds, non-PEPFAR USG funds, bilateral and multi-lateral donor funds.



Responsibilities require direct oversight of US grants, contracts and cooperative agreements as well as technical reviews, inputs and close coordination with programs implemented by other USG and international agencies. Duties include day-to-day program and administrative management, results-oriented analysis, advocacy, and constant and clear communication with the Ministry of Health, other host government ministries, implementing partners, and non-governmental organizations (NGOs).



Incumbent works closely with the supervisor and coordinates across teams to ensure that all Division/team activities contribute to measurable results that are in accordance with agency regulations, strategic objectives, evidence-based best practices and international ethical guidelines and standards for public health care. Job holder initiates, monitors, steers and prioritizes implementation of activities including planning activities with provincial and site leadership and monitoring and evaluating results.



The job holder represents US CDC as a local public health technical expert in coordinating with host Government ministries, United States Government agencies, international public health agencies and non-Governmental organizations (NGO) involved in the prevention and control of TB, TB/HIV and COVID-19. Job holder provides expert guidance to the TB team and day-to-day mentoring to junior CDC and partner staff on TB and TB/HIV focusing on IPC and direct service delivery (DSD). Job holder also mentors implementing partner program and clinical staff, visiting graduate students, fellows from collaborating institutions in program implementation, monitoring and evaluation, operational research and both dissemination and application of results through updated policies and guidelines, formal presentations, and manuscripts.
