Job Summary
The HR Director is responsible for the workforce operations in the Vietnam offices, and is a key liaison to the Regional HR Team for project and initiative support. He or she will seek opportunities to improve/ enhance productivity; cost & budget control; operational processes; manpower optimization using data-driven approaches with a strong focus on business objectives.
Job Responsibilities and Accountabilities
Area of Responsibility
Employee Lifecycle / Experience
· Manage the whole employee lifecycle, from recruitment, onboarding, engagement, developments to off-boarding
· Consults with line management, providing HR guidance when appropriate
· Planning and organizing the activities and actions of the HR department
· Manage a distributed workforce across Vietnam (HQ in Tokyo with smaller sales offices in various regions)
· Be responsible of the recruitment, including drafting job description, liaising with head-hunter or searching through dedicated websites, screening CVs, conducting interview, proposing package and preparing labour contract
· Establish deep understanding of the individuals in the Vietnam team, and using that knowledge to preempt improvement opportunities to their employee experience
· Work closely with different department leaders to provide HR advice/guidance on various aspects, i.e manpower planning, employee retention and employee relations
Continuous Improvement
· Analyze trends and metrics with the HR department, suggest new HR strategies
· Play a key role in manpower planning; budgeting; cost control and manpower cost optimization through a data-driven and business focused lens
· Work closely with the Managing Director and Finance Director to review and enhance productivity through organization redesign and budgeting
· Work with Managing Director & Deputy COO in identifying, analysing and executing any other opportunities for improvement in processes and policies
· Develop and execute recruitment strategies to support company business growth
· Review the employee handbook and staff benefits/welfare: propose and implement improvements to be in line with the market
Regulatory & Compliance
· Liaise with the external vendor in charge of payroll, provide them with all the necessary information and check the accuracy of the payment on a monthly basis
· Follow up with the new HR regulations in Vietnam and update HR policies accordingly
· Ensure work rules and contracts are in line with Vietnam labour laws
· Maintain a proper record of the annual leaves application and propose improvement to move toward an online system
· Prepare periodical HR related reports and be pro-active in proposing new reports
· Overseeing and owning annual budget
Regional Partnership / Shaping the Culture
· Work closely with Chief Workforce Officer on strategic planning, execution of regional HR initiatives and projects in line with HQ direction. Some project examples include, but are not limited to:
o Salary benchmarking exercise
o Delivering change management training locally after regional training
o Localisation of policies, process and various trainings as part of an Asia-wide culture change into future ways of working
· Adapt and deliver regional projects / initiatives / activities to the Vietnam office through strong project and change management skills
· Strong advocacy of building a future-proof working culture: for managers to focus on outcomes and empower employees to do their best

Qualification and Experience Required
Relevant Experience
· At least 12 years in similar position in an international environment with project management skill, and at least 6 years in a managerial position
· Experience inworking with Vietnam Labour office and compliance management
· Experience in end-to-end management of the employee lifecycle
· Experience in Vietnamese working culture, employment best practices to ensure regional initiatives / policies / processes are locally adapted
· Experience in data analysis and identifying trends, insights and opportunities
· Ability to support and effectively execute multiple projects simultaneously through strong project and change management skills
· Excellent communication skills, good organization, and strong attention to detail
· Performance excellence with a great balance of big picture thinking and detailed execution
· High self-motivation and results oriented with a sense of urgency.
· Must be independent and comfortable working in a fast-paced, evolving environment
· Fluent in Vietnamese and English in both speaking and writing
