Mô tả công việc
The Role
The key focus of the Senior Accountant, Accounts Payable position is to review account payable tasks ensuring the compliance with accounting standards, principles, local tax laws and regulations as well as university's policies and procedures.
Monitor the payment procedures performed by Accounts Payable and conduct review process to ensure accurate and timely payment to vendor, customer, staff, authority.
1. Stakeholder management
• Develop and maintain a culture of integrity, continuous improvement and high performance through daily activities with a focus on maiximising process efficiency;
• Build and develop strong networks and relationships with key internal and external stakeholders both in country and with RMIT Melbourne including but not limited to RMIT suppliers, RMIT staffs, professional consultant.
• Spearhead and implement account payable training programs for account payable team and non-finance employees to improve business process comprehension and tax compliance across the university.
• Provide guidance and expertise on account payable and accounting treatment to team members, prioritizing adherence to regulations and tax minimization.
• Oversee the account payable team's responsibilities in the absence of the Assistant Manager, Accounts Payable as needed.
2. Payment process
• Manage the account payable process to guarantee precise and compliant recording of accounts payable and expense transactions in the finance system per accounting principles, Tax laws & regulations, and University policies and procedures, with an emphasis on adherence and tax optimization.
• Monitor the payment procedures performed by Accounts Payable and conduct review process to ensure accurate and timely payment to vendor, customer, staff, authority as well as retain compliance with local laws and RMIT policies.
• Ensure Management and stakeholders receive accurate and timely payment status updates and required supporting documentation for payment inquiries.
• Administer service ticket portal related to accounts payable functions to provide quantitative and prompt guidance to stakeholders with a service-oriented mindset, focused on outcomes while maintaining compliance and tax optimization.
• Expertise in accounting and tax treatment of accounts payable functions to continuously review and determine proper treatment of existing and new transaction types per VAS, AASB, and RMIT Policies.
• Master user for Workday account payable module.
• Other tasks as assigned by supervisor.
3. Expense allocation, accrual process
• Responsible for monthly pre-paid expense allocation processes to guarantee precise and timely recording of university expenses per VAS and AASB.
• Identify, update, and recommend appropriate allocation drivers for shared activity expenses to enable accurate and full recording and reporting of expenses by cost centre and campus in compliance with VAS, local laws and regulations.
• Lead year-end and month-end accrual procedures in accordance with VAS and AASB standards.
4. Tax
• Responsible for compiling the monthly input Value added tax (VAT) invoice list and input VAT section on VAT returns for all campuses, including input VAT allocation as applicable.
• Ensure proper calculation and withholding of taxes, including but not limited to Foreign Contractor Withholding Tax (FCWT) and Personal Income Tax (PIT) where relevant, prior to payment processing.
• Ensure account payable transactions are adequately supported by documentation in adherence to local laws and regulations as well as University policies.
5. Reporting
• Present executive-level analysis of accounts payable position and strategic recommendations to management to ensure rigorous control and compliance for accounts payable functions.
• Responsible for accounts payable reporting, expense allocation and amortization, and corresponding analysis.
• Lead the reconciliation process to guarantee all accounts payable balances are thoroughly reconciled at a detailed level in the finance system and blackline.
• Manage intragroup transaction reporting related to expenses and coordinate with counterparties from related parties, with the primary goal of achieving clean reconciliation of intragroup balances.
• Key member representing the accounts payable team to furnish relevant information and reports to both Vietnam auditors and Group auditors for year-end audit and tax audits.
6. Control and Compliance:
• Manage accounts payable records in compliance with VAS and AASB and University policies and procedures.
• Ensure university payment and expense documentation adheres to local tax laws and regulations.
• Identify areas of improvement in payment process and system application, make a recommendation and drive implementation to enhance the internal control and services.

Skills and Experience
Intensive accounting knowledge and working background in similar position (from at least 03 years) in a medium to large multi-national organisation, or 03 years audit experience in Big4 firms;
Demonstrated good experience in using and applying accounting principles and standards, tax laws and regulations and internal control;
Comprehensive knowledge of current tax regulation (Value Added Tax, Personal Income Tax, Foreign contractor tax and Corporate Income Tax).
Ability to work independently while demonstrate strong teamwork and team leadership with a flexible approach to the work environment. Ability to work under pressure and prioritise completing demands;
Commit to a high-quality customer service approach within the workplace.
Strong interpersonal, communication and negotiation skills, with the ability to work effectively with internal and external clients, in order to identify and solve problems causing non-compliance
Demonstrated knowledge and experience in using accounting software such as ERP system and standard Microsoft Office applications such as Excel, Microsoft Word.
Ability to display appropriate behaviours in line with the position, as per the RMIT Behavioural Capability Framework (Connectedness, Commitment to Excellence - Improve and Simplify; Imagination and Innovation; Impact; Inclusion; Agility).
