Mô tả công việc

The Site Development Executive is directly responsible for implementing project investment preparation activities, regularly reporting to the Board of Directors, and coordinating with relevant departments to resolve technical, legal, and commercial issues of the project. The main duties of the Site Development Executive include:
1. Legal analysis: Collect, update, research, conduct in-depth analysis, and synthesize reports on regulatory documents and legal documents issued by People's Committees at various levels related to the implementation of investment projects.
2. Network building: Establish and maintain a network of strategic relationships through meetings and exchanges with leaders of provinces, cities, and relevant departments on administrative procedures related to land and investment; strengthen cooperation and seek new development opportunities through expanding the network, communicating, and negotiating effectively with important partners such as market-leading investors, market research units, and real estate investment consultants.
3. Location review and assessment: Review, evaluate, and select potential locations to submit proposal reports for detailed assessment by relevant departments.
4. Legal compliance analysis of investment projects: Collect, review, and analyze the compliance and responsiveness of proposed project legal documents with current legal regulations on investment projects; identify and assess risks and obstacles to propose solutions during project implementation.
5. Strategic information analysis: Gather information on political mechanisms and social development policies related to the project; exchange and discuss with local leaders and investors to understand important information in order to analyze and evaluate the accuracy of provided information to timely report and support the Board of Directors in comprehensively, flexibly, and objectively assessing the actual status of the project before making decisions on handling arising issues and changing strategies, ensuring maximum benefits for CRV.
6. Project process management and monitoring: Manage the entire implementation process, monitor the progress of investment projects approved by CRV to ensure compliance with current laws and internal policies and requirements, including: feasibility studies, hiring, negotiating and signing contracts with consulting units, monitoring the issuance of Investment Policy Decisions, approval of Master Planings, Zoning Master Plannings, Master Plannings 1/500; monitor auction procedures such as Auction Tasks, Auction Plans and Auction Notices, procedures for handing over auctioned land such as Land Lease Contracts, On-site Land Handover, issuance of Land Use Right Certificates, procedures for issuing Investment Registration Certificates.
7. Ensure optimal benefits of the Group: Negotiate with experts, senior officials of provincial departments and partners to ensure maximum achievement of CRV's approved goals and objectives.
8. Ensure communication: Ensure smooth information exchange between relevant departments of CRV.
9. Develop overall development strategy: Contribute opinions to the development of long-term, medium-term, and annual plans and strategies based on the expansion and development strategy approved by CRV; define, establish, evaluate, and adjust specific criteria for selecting potential project development locations, ensuring alignment with CRV's overall business objectives.
ACTIVITIES
1. Develop development plans, development criteria, and related documents for the work.
2. Contact and work with authorized state agencies or real estate developers/investors to find locations (commercial service land or commercial premises) suitable for CRV's orientation.
3. Prepare feasibility analysis reports of potential locations for the Board of Directors' review; participate in meetings from the early stages with the Director and relevant departments to identify objectives and implementation plans.
4. Facilitate negotiations with relevant parties on consulting contracts for approved potential projects.
5. Gather necessary information for completing Consulting Contracts, Investment Project Proposal Files, Auction Participation Files, Land Lease Contracts, Land Ownership Certificate Application Files, and Investment Registration Certificate Application Files.
6. Prepare or manage reports for the Director and Board of Directors based on commercial and financial criteria; coordinate with relevant departments to finalize the Investment Report for submission to the Investment Committee and Group for approval.
7. Prepare and coordinate the drafting of relevant documents including official letters, exchanges, commercial proposals, memoranda of understanding, consulting contracts, investment project proposal files, report documents, and application files for investment projects.
8. Control, manage, and coordinate the implementation of Memoranda of Understanding or Agreements or Contracts between CRV and other parties, ensuring timely delivery and quality requirements for technical, legal, commercial, and financial aspects according to the objectives, strategies, and plans approved by CRV.
9. Regularly communicate and exchange with relevant departments, property owners, investors, state agencies, local authorities, and consulting units to ensure the achievement of set objectives.
10. Organize and participate in meetings with internal departments as well as partners as required by the work. Prepare meeting minutes summarizing key points for reporting to the Director and Board of Directors.
11. In case of issues affecting project implementation progress, send comprehensive analysis reports and propose solutions to help the Board of Directors make appropriate decisions.
12. Prepare weekly, monthly, and quarterly work progress reports as required by the Director and Board of Directors.
13. Manage project file storage in accordance with company regulations on project document storage/management and database.
14. Perform other tasks assigned by the Director and other duties assigned by the Board of Directors.
15. Guide and support other team members to ensure work is performed and completed as required.

Yêu cầu

Experience & Expertise:
- Understanding of law and administrative systems: Good knowledge of Vietnam's administrative system and state institutions, laws and regulations on land, urban planning, construction, real estate business, construction project management, investment project implementation processes; Basic knowledge of Commercial Law, Enterprise Law, corporate finance, taxation, investment project financial analysis and investment project planning;
- Real estate market: Good knowledge of the real estate market in the retail sector in Vietnam, especially in Hanoi and northern provinces;
Professional Skills:
- Legal analysis and research: Ability to conduct in-depth analysis and synthesize reports on regulatory documents and laws related to investment projects;
- Site assessment and evaluation: Ability to review, evaluate and select potential locations, prepare feasibility analysis reports;
- Process management and progress monitoring: Ability to manage the entire implementation process and monitor the progress of investment projects;
Management Skills:
- Leadership and organization: Leadership mindset, organizational and planning skills; ability to synthesize and analyze; proactive, independent and able to work in teams;
- Willingness to travel and work with high intensity;
- Soft skills: Good communication, negotiation, leadership and teamwork skills;
- Flexibility and adaptability: Ability to be flexible and adaptable in handling emerging issues and changing strategies;
Other Skills:
- Building and maintaining relationships: Skills in building and developing strategic relationships with provincial and city leaders, relevant departments and agencies, and important partners;
- Communication and presentation: Good communication and presentation skills, effective negotiation ability;
- Development planning: Skills in developing plans and criteria, drafting and coordinating related documents;
- Problem-solving: Ability to analyze situations comprehensively and propose solutions to help the Board of Directors make appropriate decisions;
- File storage management: Ability to manage project file storage in accordance with company regulations;
Education: At least a bachelor's degree in fields related to real estate, management, construction, or project management; a master's degree is a plus.
Work Experience: At least 10 years of experience working in foreign-invested companies or foreign organizations in the field of real estate investment and business, or architecture, construction, investment project management.
Foreign Language: Advanced English in all four skills.
Office Skills: Microsoft Office (Word, Excel, PowerPoint, Outlook), Google Earth, AutoCAD.
Attitude: Confident, responsible, open-minded, cooperative, ready to learn new things, committed to the Company's development.
