Background
World Vision is a Christian relief, development and advocacy organization working to improve the quality of life of people, especially children who are marginalized and living in poverty. World Vision helps all who are in need, regardless of their religion, race, ethnicity or gender. As a child-focused organization, WV's work focuses on children, ensuring they are protected and their basic needs are met. World Vision Vietnam (WVV) has been funded from 13 support countries in Europe, Asia, the Americas and Australia. Funding of WVV consists of sponsorship program funding (70%) and Private Non-Sponsorship (PNS)/grants (30%). WVV employs about 400 staff, of which 99% are Vietnamese nationals.
WVI Vietnam is operating in 25 Area Programs (AP) in 4 zones: North 1 (Dien Bien, Ha Noi, Hai Phong), North 2 (Thanh Hoa, Hung Yen, Quang Ninh), Central (Quang Nam, Quang Tri, and Da Nang), and South (Quang Ngai, Ho Chi Minh, DakNong). WVI Vietnam's AP usually focuses on one administrative district of a province which populated by ethnic minority people with high rates of poverty. A uniqueness of WVI Vietnam's Development Program Approach (DPA) is that AP team members are based at the district level where the AP is located, which enables them to work closely with government partners and communities on a daily basis. Besides the APs, WVI Vietnam is also implementing different Special and Grant Projects to meet the specific needs of vulnerable children in both AP and non-AP areas.

Purpose of Position
This position provides leadership and oversight of the funding acquisition, adaptation and implementation of the Health & Nutrition Technical Programme. It has a strong focus on diversifying funding for the World Vision Vietnam's Health and Nutrition Technical Programme and strengthening influence, impact and evidence-based programming.
The Health & Nutrition Technical Program (TP) Manager will report directly to the Strategy, Program Quality and Resource Development (SPQRD) Department Director with a dotted line to the Operations Director. The SPQRD department consists of a Programme Effectiveness Unit (PEU), a Grant Acquisition & Management (GAM) unit, a Technical Services unit (in line with the three ministry strategic objectives), and an HEA/DRR unit. Key Responsibilities
Resource Acquisition for Health and Nutrition (30%)
- Lead Health and Nutrition proposal design and technical proposal writing, including Problem Analysis, Theory of Change, Technical Approach elaboration, Log-frame development, setting targets for proposed project beneficiaries, a detailed description of proposed interventions and activities, a (Gender Equality, Disability & Social Inclusion) GEDSI and sustainability strategy, cooperation mechanisms with relevant actors in the sector, and budget development for national-level activities.
- Provide technical support to the project team during project implementation.
- Lead donor and partner mapping for the health and nutrition sector; understand donor expectations, technical priorities, and preferred strategic approaches; and develop a donor and partner engagement plan.
- Lead partner due-diligence processes and rapid capacity assessment to ensure a database of pre-vetted partners for health and nutrition activities.
- Proactively engage with donors and initiate or participate in donor engagement activities.
- Lead the development of the Health & Nutrition TP funding acquisition plan and ensure the TP is funded from diverse sources.
- Preposition World Vision Vietnam for grants in the health and nutrition sector, working with the Operations and Grants Acquisition & Management teams.
- Prepare and regularly health and nutrition capability statements for donor engagement.
- Lead the tracking of health-and-nutrition-specific opportunities and make appropriate partnership arrangements.
- Provide recommendations for Go/No-Go analysis and decision-making for health-and-nutrition-related grants and PNS opportunities.
- Upon request from the Grants Acquisition & Compliance Manager or the SPQRD Director, lead Health, WASH and Nutrition grant proposal coordination of the writing team, grant design, and technical design workshops.
- Develop concept papers and proposals on health, WASH and nutrition for fundraising or marketing with Support Offices.
Strategic Guidance and Leadership (20%)
- Provide strong and positive leadership for the Health & Nutrition TP
- Lead the revision of TPs based on changes in partnership and national strategies, changes in context, government directions, and lessons learned during implementation.
- Provide line and matrix management to technical team members, ensuring compliance with World Vision Vietnam's People & Culture processes.
- Support the professional and personal development of technical staff to deliver job requirements including capacity-building for Health & Nutrition Specialists and zonal TP Officers.
- Coordinate with related department(s) to ensure that the Health & Nutrition Strategic Objective is effectively achieved.
- Ensure competent and motivated staff are hired and retained and high-performers identified and nurtured.
- Create and maintain effective relationships with key internal and external stakeholders and partners.
Technical Guidance and Quality Assurance (20%)
- Work with and support AP staff to implement the TP in their local contexts and ensure that the (Development Program Approach) DPA is applied in APs.
- Manage the scope and requirements of the TP to ensure it is implemented as per the agreed design and budget and meets TP quality standards.
- Track the financial utilisation of the TP along with AP Managers and the Operations Director and ensure proper and timely funding utilisation.
- Identify and manage risks and issues and ensure quality implementation following Health & Nutrition TP and advocacy or project model quality standards.
Monitoring, Evaluation, and Reporting (10%)
- Work with the PEU Manager, assigned PEU Specialist, and AP Managers to coordinate the TP baseline, Monitoring and evaluation process.
- Together with the PEU, ensure that a strong M&E system is in place for the Health & Nutrition TP and that lessons learned are documented, applied, and used to further improve the TP and by stakeholders for advocacy, marketing, and resource acquisition.
- Ensure standardised outcome monitoring indicators for the Health & Nutrition TP are measured across all implementing APs.
- Work with the PEU Manager and AP Managers to assess implications and actions based on data from Horizon.
- Collate, analyse, and use Health & Nutrition TP monitoring data for standardised indicators and communicate them to key stakeholders.
- Contribute to NO child well-being reporting by providing input on Health & Nutrition TP-related strategic objective progress.
- Work with the PEU to ensure that lessons learned by World Vision and its stakeholders are adequately incorporated programming as well as Health & Nutrition TP re-design and strategy revision.
- Participate in relevant community fora to share lessons learned and best practice and introduce new ideas to improve the Health & Nutrition TP and advocacy implementation.
- Produce TP Progress Reports, based on AP reports and progress, in line with World Vision International LEAP reporting requirements.

Implementation of TP-level activities (10%)
- Manage relationships with strategic partners at national and provincial levels to ensure that efforts are aligned and positive impact is multiplied.
- Directly implement and coordinate national-level advocacy for the Health & Nutrition TP to influence policies and practices.
- Ensure local-to-national-level advocacy linkages are clear and that local information/data is utilised for national policy influence.
- Ensure local-level advocacy components of the Health & Nutrition TP are implemented through APs and WV staff assigned to link with provincial governments.
- Manage the national-level activities and budget of the TP.
- With the HEA/DRR Manager, maintain situational awareness of potential nutrition emergencies and ensure readiness for sector response.
TP Design, Adaptation and Cross cutting Themes and others (10%)
- Lead a collaborative process of adapting the TP to AP level in close coordination with APs, other NO staff, and Funding Offices.
- In sponsorship-funded programmes, work closely with the Sponsorship Manager to ensure that appropriate sponsorship aspects are integrated programming and that the needs of Registered Children are taken account in Health & Nutrition TP plans.
- Work with AP and other NO staff to ensure effective consultations with communities, partners, and donors in the adaptation and refinement of the Health & Nutrition TP at AP level based on evidence and lessons learned during implementation.
- In cooperation with the GEDSI Lead, Climate Resilience Lead, Partnering & Transformational Development Manager, Corporate Engagement Specialist to ensure the successful adaptation and mainstreaming of all cross-cutting themes health and nutrition proposals and programming.
Others
- Manage directly the safety and security within the team based on WVV guidelines, through security assessment, planning and management.
- Prepare and regularly the risk registers for the team
- Identify and mitigate the risks that could impact the achievement of goals of the team
- Perform other duties as assigned by the manager to contribute to the team performance

Knowledge & Skill
Required Education, training, license, registration, and certification:
- Master's Degree /PhD or equivalent in Social Sciences, Development Studies, or any related field with strong emphasis on Health, Water, Sanitation, Hygiene and Nutrition.
Preferred Knowledge and Qualifications:
- A deep knowledge of the health, WASH and nutrition issues that affect Vietnam, with significant health and nutrition experience in the country
- Knowledge and skills in health data management/monitoring and evaluation
- Knowledge of development work, including programme logic, theory of change, and community empowerment
- Good understanding of Vietnamese government policies, laws, and institutions and an ability to work effectively with various stakeholders
- Strong understanding of public policy, government decision-making, and operations of lobbying networks required to affect change in communities
- Excellent interpersonal, organisational, time-management, leadership, and management skills
- Strong negotiation, problem-solving, liaison, and networking skills
- Strong people management skills
- Strong health and nutrition technical expertise
- Willingness to support articulate and demonstrate World Vision's core in meaningful ways to colleagues, partners, donors, children and communities

Experience
Required Professional Experience:
- At least 8 -10 years' experience in Public Health, WASH and Nutrition programming.
- At least 3 years of leadership experience (matrix-management experience is highly preferred)
- Prior project management experience in INGO-funded projects
- Experience in networking with a range of donors, multilateral organisations, and government bodies.
- Experience in writing proposals for government grants from donors such as World Bank, ADB, USAID, DFAT, DFID, JICA, and the EU to mention a few.
