Mô tả công việc

CNGRA is headquartered in HCM, Vietnam and has operations in Vietnam and Indonesia.
CNGRA owns a portfolio of solar rooftop projects in Vietnam and electricity is sold to commercial and industrial (C&I) clients. The current development pipeline also includes projects in Vietnam and Indonesia.
Development, construction and O&M is currently undertaken by a developer under development and asset management agreements. In parallel to its collaboration with the current developer, CNGRA is also considering directly developing solar rooftop projects, from project identification stage to construction and O&M for similar types of clients in the C&I industry.
CNGRA's investors include Norfund and Climate Investor One ("CL1"), a fund managed by Climate Fund Managers ("CFM").
Role Description
The E&S Manager will be responsible for:
1. Health, Safety and Environmental (HSE) management relating to CNGRA's activities and operations;
2. Managing HSE compliance with CNGRA ESMS, legal and investor requirements relating to CNGRA's activities and operations;
3. Interfacing and support other departments (Engineering, Procurement, Contracting, HR) in relation to the implementation of HSE requirements;
4. Driving continuous improvement in the HSE performance of CNGRA, its projects and contractors; and
5. Implementation of the CNGRA Giving Back Programme.
The HSE Manager will be based at CNGRA's office in HCM and will be expected to travel to CNGRA project sites and meetings as required. It is expected that the HSE Manager will travel approximately 20-30% of the time.
The HSE Manager will report on a day to day basis to the General Director and CNGRA's BOD and to the General Director of CNGRA in the case significant HSE deficiencies or concerns are identified and unresolved.
Responsibilities
• Develop, implement and maintain adequate Environmental and Social Management System (ESMS) and the supporting procedures to manage HSE risk in CNGRA business operations.
• Manage and monitor HSE compliance with CNGRA's, legal and investor requirements.
• Track HSE permit requirements at both CNGRA and project-level and make sure they are up to date and renewed as required.
• Conduct ongoing monitoring and evaluation of HSE performance of CNGRA, the projects, the developers and contractors through workplace inspections and audits
+ Assess project developers'/contractors' HSE capacity and commitment, risk assessment routines, and training programs that are in place;
+ Implement and monitor compliance with the investor's Foundations for High Risk Activities and ensure that the equipment and procedures to achieve compliance with each of the High Risk Activities that may occur on the project site are in place.
+ Monitor implementation by different departments, such as HR, Engineering, Contracting, and O&M through meetings, participation and review of reports and checklists;
+ Continuous dialogue and meetings with the developers/contactors on specific projects;
+ Review risk assessments in projects, and oversee project specific HSE risk management in engineering, and scope, specifications and requirements to EPC and O&M contractors; and
+ Visit project sites under construction and O&M and participate in compliance audits of contractors.
• Establish adequate monitoring and reporting systems at CNGRA and collect, compile and report performance data and information to support CNGRA and project reporting obligations, including to the investors.
• Proactively take action in cases where HSE issues are escalating, to avoid risks to people or property;
• Take action to immediately notify CNGRA GD of any accidents or incidents, in accordance with defined processes.
• Identify and arrange for procurement of HSE equipment and materials (in coordination with the CNGRA Finance Manager).
• Liaise with CNGRA's investors, CNGRA ESG subcommittee, technical advisors, developers/contractor(s) and others working on CNGRA projects to make sure that HSE is being managed in an integrated and collaborative manner across all disciplines and contracting parties.
• Prepare presentations and present on relevant topics.
• Conduct an HSE training need assessment, compile a training calendar and design and delivery of HSE training to internal staff and developers/contractors.
• Liaise with and manage consultants conducting HSE related work as required to make sure it is being undertaken in accordance with CNGRA and investor requirements.
• Implement, monitor and report the requirements set out in the CNGRA Environmental and Social Action Plan (ESAP) and (as applicable) the Gender Action Plan (GAP).
• Manage ongoing stakeholder engagement and consultation at both CNGRA and project-level as required in relation to CNGRA's activities and operations, including liaison with regulators, local development agencies, NGOs, and (where applicable) project affected persons, etc.
• Work with the CNGRA HR and Social Compliance Manager (when appointed) to:
+ Set up and ensure implementation of the CNGRA grievance redressal mechanism, including on the projects; and
+ Monitor labor and working conditions at CNGRA projects, including where activities are undertaken by a developer/contractor.

Yêu cầu

Required:
• Demonstrated experience in an HSE-related role (at least 6+ years) with good references.
• Experience with construction/O&M, engineering, power systems or more generally, the infrastructure sector.
• Experience with risk analysis and systematic approaches to HSE management.
• Experience working in Vietnam.
• Good command of written and spoken English language (as well as Vietnamese).
Preferred:
• University degree in a relevant discipline (e.g. related to engineering, HSE or environmental studies).
• Ideally experience with applying Good International Industry Practice (GIIP) and International Lenders standards for HSE management to projects, including IFC PS (2012) and WB EHS Guidelines.
• Experience from implementing an ESMS/HSE management plans, conducting HSE audits and delivering HSE training is an advantage.
• Working at height training qualification or must be willing to obtain this within a certain period of appointment (must be comfortable to work at height).
