A. Requirements Educational Level: University Graduated Work Experience: 5

Specialty/Qualification: A bachelor degree of Metallurgical, Mechanical or Chemical Engineering. Skills:
Conversant with ASME design codes and API Inspection Standards is preferable.
Must have basic knowledge in
Non-destructive-examination techniques and its application to Oil and Gas industry.
Ability to study and develop inspection plans on risk based philosophy.
Ability to prepare work instructions, interpret results and inspection reports
Minimum English skill level of IELTS 5.0 or equivalent.
Fluent in Microsoft applications includes Word, Excel, Presentation and Outlook.
B. Purpose Inspection Engineer is responsible for the integrity of process static equipment and piping system that are under his/her area of responsibility in the Refinery. Duties of Inspection Engineer include managing process static equipment integrity, issuing inspection report with recommendations to detail equipment condition, control corrosion and repair equipment. C. Responsibility
The responsible of the Inspection Engineer as a minimum shall consist of the following: 1. Give instruction and supervise inspection activities of assigned staff. Performs supervisory functions at group level as established by the Section/Deputy Section Manager. 2. Develop inspection plan and work schedule for unit planned or unplanned shutdown and recommend actions to achieve preventive maintenance target.
Develop special/detailed inspection plan for new construction or revamping of equipment if required. 3. Inspect/accept work performed by Maintenance Division, or others, as assigned. Performs field inspection work as required due to work load, complexity of problem etc. 4. Analyze inspection findings/abnormal conditions, prepare summary of such findings, and submit the final inspection report to Deputy Section Manager, together with recommendations for repair/replacement/ preventive measures as deemed necessary.
5. Monitor plant in service performance and recommend/review measures for improving reliability. 6. Review and update inspection procedures/practices. Review/edit inspection reports and ensure that inspection records are well maintained.
7. Carry out Fitness for Service (FFS) as per requirement, including the calculation of retiring thickness and predicts remaining life time for equipment, determining permissible working pressure and temperature, thermo-graphic surveys for heater tubes, hot spots and the others which could affect to integrity of equipment, and report to Deputy Section Manager. 8. Plan and schedule the testing of all in-charged statutory equipment and piping. Ensure the equipment and piping to meet the standards regulated by local jurisdiction/authorized inspection agency or insurers.
9. Undertake and follow up the on-the-job training of subordinates. 10. May act for Inspection Leader during his absence in addition to his/her normal duties. 11. Performs other related duties as directed.
D. Accountability To achieve the followings through the above responsibility: 1. Maintain Process Static Equipment Integrity 2. Control Corrosion and Minimum Corrosion Damage 3. Prioritize and Optimize Inspection Activities
Specific subjects and each numerical goal will be defined every year.
E. Latitude for Actions or Decisions 1. Authorized to propose inspection plan, manage the validity of jurisdictional certificates, and inspect the Process Static Equipment within his/her designated area. 2. Authorized to issue Work-Orders to Inspection Group's contractors.
3. Authorized to communicate directly with Operation & Maintenance supervisors/engineers to complete the assigned work. 4. Authorized to withdraw materials or borrow the tools/equipment for inspection work from warehouse or workshop. 5. Authorized to raise the hot work permit, confined entry, working at height and other permits for work.
F. Supervisory Responsibility Direct Supervises: Junior Inspection Engineer. Total Staff Supervised: To be assigned by Deputy Section Manager.
