The NDC TIA 2 - Viet Nam Component belongs to Climate Policy Unit as part of the Cluster for Environment and Climate provides technical assistance to the Viet Nam government. NDC-TIA 2 - Viet Nam Component works with ACST (MOC) to enhance capacity and provide technical assistance to the transport sector to improve conditions for implementing the policy framework for low-carbon transport transition, including the development of electric and green energy vehicles, thereby contributing to the implementation of Vietnam's Nationally Determined Contribution (NDC).
The activity will start from June 2026 to December 2028 (extension possible). It will work with mainly Academy of Construction Strategy and cadres training and other relevant agencies at national level and local level and private sector on improving conditions for implementing the policy framework for low-carbon transport transition, including the development of electric and green energy vehicles, thereby contributing to the implementation of Vietnam's Nationally Determined Contribution (NDC). The work will cooperate closely with the partners and the project management team in China and Viet Nam.
The project is looking for a qualified and professional candidate to fill the following position:
Junior Project Officer for Transport Sector
Duty station: Ha Noi, Viet Nam
Duration: 01. June 2026 - 31. December 2028
Main responsibilities and tasks:
Under the supervision of the Team Leader, the JPO will work and support in the following areas:
• Collaborate closely with the Team Leader and Senior Project Officers to plan, coordinate, and implement high-impact activities driving the transition to sustainable transport, with a strong emphasis on electric vehicle (EV) fleet adoption in Vietnam.
• Technical development and practical rollout of national EV standards and broader fleet electrification roadmaps.
• Research, synthesize, and prepare robust technical documentation, briefs, and data analyses focused on the green energy transition and EV deployment within the Vietnamese transport sector.
• Preparation of clear, comprehensive Terms of Reference (ToRs) for external consultants, baseline studies, and targeted technical assistance initiatives.
• The end-to-end procurement lifecycle-from tendering to contract awarding-for national and international experts, research institutions, consulting firms, and training providers.
• Monitor subcontractor progress and manage stakeholder relationships, ensuring all deliverables meet rigorous quality standards and are submitted within established project timelines.
• Undertake adaptive, ad-hoc technical and administrative tasks as directed by the
Project Manager to ensure seamless execution of the broader NDC TIA 2 mandate for low-carbon transport development.
