Every year, millions of people around the world go missing as a result of conflict, human rights abuses, disasters, organized crime, irregular migration, and other causes. Be part of a growing international organization that is dedicated to tackling this global challenge.
The International Commission on Missing Persons (ICMP) is a treaty-based international organization with headquarters in The Hague, the Netherlands. Its mandate is to secure the cooperation of governments and others in locating missing persons. As the only international organization tasked exclusively to work on the issue of missing persons, ICMP maintains field programs throughout the world.
ICMP will work with the Vietnamese Government to improve institutional capacity to develop and sustain an effective DNA-based system to locate and identify missing persons from the Vietnam-American war. The project will provide advanced DNA extraction and testing methods adapted to the Vietnam context and implemented in Vietnam; support a long-term strategy in coordination with the government to enhance the efficacy and efficiency of human identification efforts in the context of the Vietnam-American War, and provide training and capacity building efforts in the area of human identification.
Purpose: The Program Operations Assistant serves as the point of contact for local routine logistics and purchases and provides general services support for the implementation of ICMP's activities with government ministries, institutions, family associations of missing persons and other relevant stakeholders in Vietnam working on the issue of missing persons.

Outcomes:
1. General Services support for activity implementation is coordinated with subject matter experts in ICMP's headquarters and provided to the ICMP Vietnam Program on a timely and effective basis.
2. Seamless operation of ICMP's office in Hanoi is ensured.
4. Main Functions
Under the overall guidance and supervision of the Program Manager and in close coordination with relevant Corporate Services subject matter experts (Finance, Procurement, General Services, Human Resources) in ICMP's headquarters, the Operations Assistant's duties and responsibilities will include, but will not necessarily be limited to, the following:
1. Provide general services support to ensure a smooth-running office including managing supply inventory, cleaners, and general office set-up;
2. Maintain and archive formal documents and relevant communication;
3. Provide logistical and administrative support in organizing roundtables, workshops, and other program activities;
4. Assist in the administrative implementation of the program's initiatives and activities;
5. Contribute to the translation of program-related documents, materials and correspondence and providing interpretation support to ICMP's international staff during events and meetings, in the absence of a translator/interpreter;
6. Assist in small office related purchases and temporary contractors;
7. Follow up with Corporate Service colleagues to ensure that vendors are paid in time;
8. Implement the ICMP official travel policy and make travel plans for program staff as necessary;
9. Manage cash resources in accordance with ICMP policy;
10. Coordinate with human resources on the on and offboarding of staff;
11. Other related duties as assigned.

4. Qualifications
The skills and knowledge required for this position.
i) Education Level: Diploma
Specialization(s)/Professional Designation: International relations, business administration or similar
ii) Breadth and depth of previous experience
Length: At least 5 years
Breadth and Depth:
• Experience in office management and preparation of events, media materials, reports and briefing papers
• Experience in project administration preparation, implementation, and monitoring
• knowledge of political structures, relevant governmental institutions, specialized agencies and IOs in Vietnam dealing with the rule of law, human rights and missing persons issues in particular
iii) Relationship Skills
HIGH: The success of the position hinges on establishing and maintaining effective interpersonal relationships.
iv) Language proficiency:
List Languages, level of proficiency required in speaking, reading, writing
• Native speaker of Vietnamese. Professionally fluency in English is an asset.
v) Other skills required:
• Strong organization skills
• Ability to work under pressure
• Tact, discretion and diplomacy
• Excellent interpersonal skills
• Ability to work in a team
• Ability to multitask, work under pressure and under tight deadlines
