You are to work closely with the Country Manager & you will bring technical expertise to complement the Country Manager's policy and government engagement responsibilities, together shaping and delivering FESSIA's Vietnam strategy under the overall direction of, and accountability to, the CSO.
You will help translate technical developments and market needs into evidence-based policy recommendations, working papers, position papers, policy briefings and other knowledge products. You will also support engagement with government agencies, industry members, NGOs, embassies and development partners, and contribute to policy discussions, workshops and other events.
You are required to have a strong technical understanding of the electricity sector, combined with sound research, analytical and communication skills. You will also need to work across technical and policy issues and help bridge the gap between power-sector realities and policy development.
Key Responsibilities:

Identify policy, regulatory, technical and market gaps that may affect the deployment of energy storage, flexibility solutions and system integration.
Develop practical, evidence-based recommendations that reflect Vietnam's power-sector context and can inform policy dialogue and decision-making.
Translate complex technical issues into clear findings and implications for policy, market development and FESSIA's programme priorities.
Assess relevant laws, regulations, strategies, plans, market rules and implementation practices, with a focus on the technical issues on power system, system flexibility and storage technology, drawing on credible sources and stakeholder input.
2. Project Planning & Delivery
Work with the Country Manager to plan and deliver projects, including defining scope, objectives, deliverables, timelines, milestones and resource requirements (see here for an example of past projects).
Develop project workplans, research questions, methodologies and stakeholder consultation plans, and coordinate inputs from colleagues, members, consultants and external experts as needed. Work with the Program Manager (Singapore based) to support tracking of progress against agreed deliverables and timelines, identifying risks or implementation challenges, and proposing corrective actions.
3. Policy Papers, Briefings & Knowledge Products
Prepare high-quality working papers, position papers, policy briefs, internal and member briefings, presentations, consultation submissions and other intellectual property.
Review technical and policy materials and synthesise findings from research, interviews, consultations, workshops and relevant publications.
Ensure written outputs are accurate, clearly structured, evidence-based and tailored to their intended audience, including technical experts, policymakers, industry members and development partners.
Coordinate review and input from the Country Manager, Chief Strategy officer FESSIA colleagues and relevant experts, and manage revisions through to finalisation.
4. Stakeholder Engagement & Policy Dialogue
Support the Country Manager in building and maintaining constructive working relationships with relevant government ministries and agencies, electricity-sector institutions, industry members, NGOs, embassies, development partners and other stakeholders.
Prepare meeting briefs, agendas, talking points, background notes, presentations and follow-up materials to support stakeholder engagement.
Participate in meetings and consultations, as appropriate, and capture key discussions, stakeholder perspectives, policy developments and follow-up actions.
Help identify opportunities for collaboration, knowledge exchange and consensus-building among stakeholders on energy storage, grid flexibility and power-system integration.
5. Events, Workshops & Communications Support
Support the design and delivery of policy content for roundtables, workshops, policy dialogues, conferences and other FESSIA events.
Develop session concepts, agendas, discussion questions, speaker briefs, presentations and background materials in coordination with the Country Manager and relevant partners.
Help identify and coordinate speakers, technical contributors and participants, and support preparation and follow-up with stakeholders.
Contribute to event summaries, key messages and other post-event materials that capture outcomes and support continued policy engagement.
6. Sector Monitoring & Other Duties
Monitor developments in Vietnam's power sector, including relevant technically focused policy and regulatory changes, power-system plans, market developments and emerging technical issues.
Maintain an organised record of research, sources, stakeholder insights, project documents and knowledge products.
Share timely updates and analysis with the Country Manager and FESSIA colleagues to inform programme priorities and engagement strategies.
