Training Officer

Purpose
This position is an implementer for the competency assurance system in Company, working independently with instruction by Training Leader
The competency assurance system has been developed since 2021. The first version of competency libraries for key disciplines is available for the first round of assessment in June-August 2022. The next 2-year plan is to upgrade the libraries, improvement the assessment processes, assessment result reliability, build up the learning solutions libraries for competencies in the libraries while closing the gap found during the first round of assessment.
Under guidance of Leader, Training Officer shall execute the following tasks:
Advanced skills for planning, assessment methodologies, evaluation methods about competency development practices
Liaison with and/or support disciplines SMEs to develop competence libraries for functions and ensure competence assurance process is followed properly
Liaison with and/or support to review current competency libraries of multiple disciplines, identify improvement opportunities and work with discipline SMEs to improve and upgrade the competency libraries
Review learning solutions developed by SMEs for the respective competency statements in the competency libraries.
Oversee competency assessment in assigned divisions
Must be able to conduct training for different roles in Competency Assurance System
Consolidate and prepare competency gap report including the gap closure solutions at company-wide level. Prepare such the reports for each discipline by the team
Develop, review the learning plan to close the gap
Able to operate all function in LMS System
Source all relevant training courses as per requirements in the learning solutions focusing on both internal and external training solutions
In case of external training: Liaise with training providers to ensure that identified needs are met and that delivery is high quality and continually reviewed to ensure continuous improvement; class coordinations
To support other Training and Development activities as per required including but not limited to training evaluation, system administration, class monitoring.
