Finance Director

• To organize the administration and supervise all Finance and Accounting department's activities;

• To consult and draft documents related to policies, financial procedures in the system of SOS Children's Villages Vietnam and submit them to the National Director for review and approval;

• To consult the Account Holder/National Director on the State's current regimes, policies and regulations related to finance and property;

• To cooperate with education management to make the statute of financial self- sufficiency of EDUs and ECDs system;

• To analyze and report to the National Director on the following: The amounts of subsidies receiving from various sources; Disbursement of the subsidies for the units; Income from the Donors; Subsidies received from the State and local budgets; funds mobilized from domestic donations after 06 months and a year (or when necessary);

• To take the initiative in drafting guidance documents on planning and budget yearly submit them to the National Director and promote the units to make and send budget estimates for recurrent activities on time; Verify plan and budget estimates and submit them to the National Director before September 30 every year;

• To verify the annual budget yearly of National Office of SOS Children's Villages Vietnam (NCO), the National Training Center (NTC) and the Department of Fundraising Development and Communications (FDC) of SOS Children's Villages Vietnam and submit them to the National Director;

• To summarize and analyze the midterm planning for 03 year period of whole NA Vietnam;

• To be the focal point of planning and budgeting, proposal local fund/Subsidies with domestic agencies (MOLISA, Ministry of Finance, Ministry of Planning and Investment) on financial matters;

• To be the focal point with SOS International on all financial matters related to the SOS international accounting regime NAVISION, LUCY;

• To make plan and adjustment/revise the financial needs under LPS for regular operation sources and basic construction fund to request SOS International to transfer the funding;

• To support and control the accountants to book annual budget estimate data into NAVISION accounting software; verify data of the accountants who have entered into NAVISION and take responsibility before the National Director for the data before transferring to SOS International;

• To be the focal point to work with the international audit firm on annual running expenses, CIP separated projects and children's money gift. Coordinate with international auditing companies to finalize and complete annual audit report of SOS Vietnam before June 1 every year;

• To deliver with quality, analyze and compare the quarterly and annual financial settlement figures of the whole system of SOS Vietnam based on NAVISION International accounting system;

• To implement procedures for receiving and identify all International subsidies as legal aids given gratis as prescribed in Decree No. 93/ND-CP issued on October 22, 2009 of the Prime Minister and Circular No. 225/2010/TT-BTC dated December 31, 2010 of the Ministry of Finance;

• Reconciliation, checking and comparing the annual financial settlement figures of the whole system of SOS Vietnam between 02 accounting systems (NAVISION and MISA);

• Draft commercial contracts and verify contracts drafted by the partners

• To support and strengthen internal/ external auditors and maintain policies and procedures integrity and transparency;

• To support the National Director to minimize the risk management in Internal Control in Finance aspect;

• Setting the financial manual and policies;

• To control and supervise Integrity, Compliance and Legal policy;

• To ensure compliance in IO Asia as well as at local locations;

• Various reporting requirement from SOS KDI and PSA side, local tax office;

• Maintain the measurement system of task performance;

• Work performance and management method increase in all locations;

• Perform other works as assigned by the National Director.
