Project Development Strategy & Investment Planning
Build land bank development strategies and propose potential project portfolios aligned with the Group's direction.
Analyze market conditions, planning trends, and legal policies to identify new investment opportunities.
Develop short-term, medium-term, and long-term plans for project development activities.
Search for potential locations and land banks, conduct surveys, and assess project feasibility.
Coordinate investment efficiency calculations and evaluate legal and technical risks.
Submit investment proposal plans to the Board of Directors or Board of Management for approval.
Legal Procedures, Land Clearance & Project Coordination
Direct the preparation and execution of procedures related to investment approval, planning, auction or bidding, land allocation, and land lease.
Monitor legal progress and work with competent state authorities to ensure project documents comply with regulations.
Organize and direct compensation and land clearance activities according to approved plans.
Coordinate between the Project Development Department at headquarters and branches or subsidiaries implementing projects.
Ensure effective coordination with Finance, Construction Investment, Business, and related departments so projects are delivered on schedule, within cost, and according to quality requirements.
Team Management, Governance & Stakeholder Relations
Build the department's organizational structure, assign work, and evaluate employee performance.
Train and develop successor talent in project development.
Manage and assign personnel, and propose reward, discipline, salary adjustment, transfer, appointment, or dismissal within the assigned scope.
Represent the company in working with partners, customers, and related stakeholders within delegated authority.
Make decisions and approve reasonable expenses within the assigned scope and authorization.

Education & Experience
Bachelor's degree or above in Architecture, Construction, Transportation, Irrigation, or related fields.
Minimum 10 years of experience in real estate or project development, including at least 3-5 years in senior management roles such as Project Development Director, Deputy General Director in charge of Project Development, or equivalent positions; experience managing at least 10 projects per year is required.
Skills & Competencies
Strong understanding of corporate regulations, processes, and policies related to the assigned scope of work.
Deep knowledge of laws and regulations related to land, construction, environment, urban planning, and real estate business.
Ability to prepare and manage project budgets.
Strong financial analysis, investment efficiency assessment, and profit optimization capability.
Strong leadership, team coordination, and department management skills.
Good communication, external relations, negotiation, persuasion, and presentation skills.
Decisive decision-making ability with practical judgment.
Strong problem-solving, planning, progress tracking, and reporting skills.
Language / Other Requirements
Basic English communication.
Proficient in office software, especially Microsoft Word, Microsoft Excel, Microsoft Project, and related project management software.
Good health and willingness to travel frequently according to project and company requirements.
Age requirement: 1978-8x, with a strong and mature professional profile preferred.
