The Role
This HR Advisor has a particular specialisation in HR related policy, government relations and compliance. Reporting directly into the HR Director of RMIT Vietnam, this position supports the implementation of our People policies and practices which ultimately contribute to the strategic direction of RMIT Vietnam. Our Advisor will primarily develop, communicate and support the implementation of HR and employment related policies within RMIT Vietnam.
Through effective building and strengthening of relationships with the local Trade Union, City Union, DOLISA in HCMC, Hanoi, and Danang, our Advisor will engage and network with the appropriate authorities to ensure our University is best placed to adapt and adhere to any potential changes to relevant legislation.
Our Advisor will also ensure that the work undertaken by our People Team is legally compliant and in line with local customs and best practice.
Key accountabilities
Manage the development and implementation of human resource policies and practices supporting RMIT Vietnam's strategic direction whilst ensuring compliance with relevant Vietnam law and alignment with RMIT.
Adapt and update relevant University policies for RMIT Vietnam in consultation with subject matter experts.
Review HR processes to ensure RMIT's legal compliance to government and mandatory audit requirements for HR key deliverables including DOLISA, MOLISA, Department of Immigration and other evolving government legislation.
Manage the development and upkeep of our People Team business continuity plan and risk register
Establish and maintain relationships with officials from DOLISA, City Union, local Trade Union and/or other employees' representation organisations, influencing where appropriate and providing relevant feedback to the HR team.
Ensure that the Internal Labour Rules fully reflect the business requirements in RMIT as well as the changes in government laws and regulations.
Liaise with local Trade Union and/or employee's representative organisations to ensure the facilitation of employer and employee dialogue and democracy, including staff consultation process as and when required.
Partner with Melbourne and other Senior HR managers in Vietnam to develop strategies, policies, processes to support mobility of staff between all RMIT entities taking into account all the relevant legal compliance matters.
Ensure knowledge of developments in legislation are discussed with other members of the People Team.

Key selection criteria
Tertiary degree in in Human Resource Management or Law
Fluent Vietnamese and English language skills (7.0 or equivalent)
Relevant experience in a similar role within a HR team;
Ability to effectively develop, write and support policy implementation which are legally compliant and align with best practice
Advanced knowledge and practical experience of immigration, employment law and compliance within Vietnam
Experience in networking with industrial relations across different levels of government.
Ability to lead, drive and effectively influence outcomes.
Excellent customer service approach with high level of engagement to effectively engage, support and collaborate with managers and stakeholders both internally and externally
Excellent interpersonal skills, with an emphasis on effective cross-cultural communication.
Strong project management and commitment to continuous improvement in work processes, to ensure quality outcomes
Ability to display appropriate behaviors in line with the position, as per the RMIT Behavioral Capability Framework (Connectedness, Commitment to Excellence - Improve and Simplify; Imagination and Innovation; Impact; Inclusion; Agility).
