PECC2 is looking for experienced HSE Engineers to support our EPC power projects in Tuyen Quang and Yen Bai.
In this role, you will establish, implement, and monitor the project's Health, Safety, and Environment management system throughout the engineering, procurement, construction, installation, and commissioning phases. Your work will help ensure regulatory compliance, effective risk control, safe project execution, and a proactive safety culture across the project site.

Monthly Salary:
VND 20,000,000-35,000,000, excluding performance bonuses, year-end bonuses, and other benefits.
Responsibilities
Develop, update, and implement project HSE plans, emergency response plans, environmental management plans, procedures, and reporting systems.
Review HSE requirements in design documents, construction method statements, mobilization plans, and relevant procurement packages.
Review contractors' HSE capabilities, personnel qualifications, equipment records, certificates, and mobilization documents.
Review Hazard Identification and Risk Assessment/Job Safety Analysis (HIRA/JSA), Permit to Work (PTW), and site safety conditions before work begins.
Conduct site inspections and monitor contractors' and workers' compliance with applicable HSE requirements.
Control high-risk activities, including working at height, lifting operations, excavation, confined-space entry, hot work, electrical work, scaffolding, pressure testing, and commissioning.
Coordinate HSE induction, toolbox meetings, safety communication, and specialized training.
Track corrective and preventive actions and ensure non-conformities are closed within the required timeframe.
Participate in emergency drills and maintain site readiness for first aid, fire prevention, firefighting, and rescue.
Report and investigate accidents, incidents, and near misses; identify root causes and communicate lessons learned.
Maintain HSE records, statistics, performance indicators, and daily, weekly, monthly, or ad-hoc reports.
Coordinate with the Project Owner, consultants, contractors, and relevant stakeholders on HSE matters.
Qualifications
Bachelor's degree in Occupational Safety, Environmental Engineering, Electrical Engineering, Civil Engineering, Mechanical Engineering, or a related discipline.
At least 02 years of HSE experience in industrial construction or EPC projects.
Experience in power plants, energy, oil and gas, or multi-contractor construction projects is preferred.
Sound knowledge of occupational health and safety, fire prevention and rescue, environmental protection, HIRA/JSA, PTW, and emergency response requirements.
Valid occupational safety training certification appropriate to the assigned work.
Fire safety, rescue, and first-aid training or certification.
ISO 14001/45001 Internal Auditor, Electrical Safety, IOSH, or NEBOSH certification is an advantage.
Ability to identify hazards, assess risks, conduct site inspections, deliver training, and investigate incidents.
Good communication, coordination, problem-solving, and decision-making skills.
Ability to read and understand HSE documents, technical standards, and contractual requirements in English.
Proficiency in Microsoft Word, Excel, and PowerPoint.
Willingness to work at project sites, travel when required, and work overtime or shifts according to project needs.
