JOB PURPOSE
Provide strategic and operational leadership for the maintenance of all GBIA airfield infrastructure to guarantee absolute operational safety, seamless aerodrome availability, and total compliance with international aviation standards.
KEY ACCOUNTABILITIES
A. Airfield Infrastructure Maintenance, Asset Performance & Operational Readiness
Lead the planning and execution of maintenance activities across airfield pavements, AGL, NAVAIDs, electrical systems, drainage, and grounds to maximize infrastructure reliability.
Develop and implement preventive, predictive, and corrective maintenance programs to optimize asset lifespan, support safe aircraft operations, and ensure high availability.
Direct airfield pavement management programs, including friction testing, rubber removal, surface markings, and compliance with ACR-PCR and Global Reporting Format (GRF) standards.
Coordinate maintenance schedules to minimize operational disruptions while supporting long-term asset renewal and lifecycle planning in alignment with airport strategy.
B. Maintenance Governance, Regulatory Compliance & Operational Coordination
Establish maintenance governance frameworks and procedures ensuring complete compliance with ICAO SARPs (Annex 14), Vietnamese aviation regulations, and Aerodrome Certification standards.
Coordinate planned and emergency maintenance with Airfield Operations and AOCC to safeguard operational continuity, resolve defects promptly, and support NOTAM issuances.
Lead regulatory inspections, technical audits, and certification reviews, serving as the principal maintenance liaison with CAAV, Cảng vụ, VATM, and ATTECH.
Support the Airport Emergency Plan (AEP) and business continuity protocols to enable swift recovery during infrastructure failures or operational emergencies.
C. Leadership, Resource Management & Continuous Improvement
Lead and develop the Airfield Maintenance team and specialist contractors, building core competencies and driving a strong safety culture integrated with the Airport SMS.
Manage departmental budgets, inventory strategies, and outsourced maintenance contracts to ensure cost-effective service delivery against contractual SLAs.
Drive continuous improvement, digital asset management, and technical innovations to enhance maintenance efficiency and infrastructure resilience.
Guide the long-term growth and capability scaling of the Airfield Maintenance function through the APEC phase and subsequent airport expansion phases.
JOB REQUIREMENTS
A. Qualifications
Bachelor's Degree in Airport Engineering, Civil Engineering, Electrical Engineering, Mechanical Engineering, or a related discipline.
Meets all statutory competency and experience criteria prescribed by Vietnamese aviation regulations for the designated responsible person for airfield works maintenance.
B. Work Experience
Minimum 10 years' experience in airport maintenance or airfield engineering, with at least 5 years leading engineering or maintenance functions in an operational airport environment.
Proven track record managing airfield maintenance activities, including pavements, electrical systems, Airfield Ground Lighting (AGL), and NAVAIDs infrastructure.
Demonstrated experience managing specialized maintenance contractors, service providers, and technical teams in safety-critical operational environments.
In-depth knowledge of ICAO Annex 14, Vietnamese aviation regulations, aerodrome certification requirements, and ORAT/infrastructure handover processes.
C. Certifications & Licenses
Airside Driving Permit and proficiency in airside radio communication protocols are required.
Professional Engineering qualification or specialized Airfield Maintenance / AGL certifications are desirable.
Completed training in ICAO Safety Management Systems (SMS) is desirable.
Asset Management or Maintenance Management certification is desirable.
