JOB PURPOSE
Oversee airfield operations at GBIA to ensure safe, compliant and continuous operations while improving operational efficiency and overall airfield readiness.
KEY ACCOUNTABILITIES
A/ Airfield operations leadership & Service delivery
Lead and manage the Airfield Operations function to ensure safe, efficient and compliant airfield operations.
Develop operational strategies, policies, procedures and standards aligned with airport operational objectives and future development plans.
Direct airfield inspection programmes covering runways, taxiways, aprons and airfield infrastructure to maintain operational readiness.
Establish and oversee airport-wide programmes for FOD management, apron safety and coordination with ground handling service providers.
Coordinate with AOCC, Air Traffic Control, ground handling companies and operational stakeholders to ensure safe and efficient aircraft movements.
B/ Airfield Safety, Compliance & Aerodrome Certification
Ensure compliance with ICAO standards, Vietnamese aviation regulations and Aerodrome Certification requirements.
Lead implementation and ongoing compliance of the ICAO Global Reporting Format (GRF), including runway condition assessment and competency management.
Oversee obstacle limitation surfaces (OLS), electronic Terrain and Obstacle Data (eTOD) and safeguarding requirements supporting safe aircraft operations.
Manage airside works, maintenance activities and the serviceability of lighting, markings and visual aids to maintain operational readiness.
Support Aerodrome Certification through the provision of operational expertise, documentation and regulatory compliance.
C/ Operational Risk Management & Readiness
Lead operational safety programmes covering FOD management, wildlife hazard management, apron safety and airside vehicle operations.
Direct operational responses to disruptions, adverse weather, infrastructure outages and other abnormal operating conditions.
Support airport mobilisation, ORAT programmes and operational readiness initiatives to ensure successful airport opening and expansion.
Coordinate with Aviation Safety & Compliance to support occurrence investigations, corrective actions and continuous improvement.
D/ People Leadership & Stakeholder Management
Lead and develop Airfield Operations personnel to build a high-performing, accountable and safety-focused team.
Ensure personnel maintain the competencies, certifications and operational qualifications required for their roles.
Develop collaborative relationships with regulators, airlines, air traffic control, ground handling providers and other operational stakeholders.
JOB REQUIREMENTS
A/ Qualifications
Bachelor's Degree in Aviation Management, Airport Operations, Aeronautical Engineering, Aviation Safety or a related discipline.
Postgraduate qualifications or advanced studies in aviation management or airport operations are preferred.
Strong academic foundation in airfield operations, aviation safety and ICAO operational standards.
B/ Work Experience
Minimum 10 years of experience in airport operations, aerodrome operations or aviation safety, including significant experience at an international airport.
Minimum 5 years of leadership experience managing operational teams within a regulated aviation or other safety-critical environment.
Demonstrated experience managing airfield inspections, runway safety, apron safety, FOD management, wildlife hazard management and airside operational safety programmes.
Experience supporting aerodrome certification, regulatory compliance, ORAT programmes and managing operational disruptions or emergency situations.
Strong knowledge of ICAO Annex 14, airport operational standards, operational risk management and stakeholder management.
C/ Certifications & Licenses
ICAO, ACI or equivalent Aerodrome Operations qualification is preferred.
Safety Management System (SMS) training certification.
ICAO Global Reporting Format (GRF) Management Training.
Airside Safety Training.
Airside Driving Permit (ADP); Incident Investigation or Operational Risk Management training is advantageous.
