Project Manager / Scrum Master, CIAM Delivery

Purpose
Represent ABIAKA's client on the ground in Vietnam. Be the day-to-day link between the delivery team and its stakeholders, so that the scope is delivered on time, understood accurately in both languages, and protected from uncontrolled expansion.
Responsibilities
Attend workshops, Discovery sessions and governance meetings at stakeholders' offices; produce written minutes and actions in English that our client can rely on as the record.
Interpret between Vietnamese and English in meetings, and translate key documents where needed.
Chase and manage dependencies on other three parties, including environment access, documents and stakeholder availability.
Enable the remote engineering team: arrange access, coordinate screen-share working sessions, and unblock onsite constraints.
Give our client an honest independent view of delivery status, distinct from what is reported by the prime.
Required
Minimum 5 years of proven experience in project management.
Fully fluent in Vietnamese and English, spoken and written.
Written
English must be strong enough to produce status reports and escalations without editing.
Proven project management and delivery experience on enterprise IT programmes, ideally in banking or financial services.
Able to hold scope boundaries and manage multiple stakeholders across organisations, with influence rather than formal authority.
Working understanding of identity concepts (SSO, MFA, authentication flows) sufficient to follow technical discussion and challenge what does not add up.
Advantageous
Experience with Ping Identity, ForgeRock, Keycloak or comparable IAM platforms
Understanding of solution architecture, data flows and cloud or container platforms (OpenShift, AWS).
Prior work inside or alongside a Vietnamese bank, or familiarity with SBV regulatory requirements.
Experience working as a subcontractor inside a prime-led consortium.
