Minimum requirements:
• Master's degree in economics, regional development, social sciences, engineering, finance, or a related field relevant to just energy transition;
• At least 10 years of relevant work experience in the management of regional economic transformation, climate change, or sustainable development projects in international cooperation, advisory, or consulting services;
• Expertise in at least two of the following areas: sustainable infrastructure, green finance, regional economic development, coal economy/mining/power, energy transition, social security, labour market policies, or green fiscal policy;
• In-depth knowledge of Viet Nam's coal sector, green economy and just energy transition landscape, including established networks with key public and private stakeholders;
• Proven experience in multi-stakeholder engagement and facilitation of policy dialogue;
• Experience in working with MOIT, TKV and related stakeholders in the coal sector;
• Excellent technical writing and communication skills in English; German language skills are an advantage;
• Strong networking and relationship-building abilities, ideally with an existing network in the fields of green economy, just energy transition, or climate policy;
• Ability to work independently, proactively, and deliver high-quality outputs within deadlines;
• Proficiency in Microsoft 365 and strong report-writing and editing skills;
• Willingness and ability to travel nationally and internationally.

Viet Nam has set the ambitious goal of phasing out coal by 2050 in line with its net zero emissions target announced by the Prime Minister in 2021. Achieving these objectives requires coordinated action to transition coal - dependent regions, secure financing, and manage social and economic impacts through just transition strategies that leave no one behind.
GIZ supports Viet Nam's coal transition ambitions through its Energy Cluster, which implements a growing portfolio of technical cooperation projects. Key initiatives include the global project 'Innovation Regions for a Just Energy Transition' (IKI JET), commissioned by the German Federal Ministry for Economic Affairs and Climate Action (BMWK) under the International Climate Initiative (IKI) and co - funded by the European Union, as well as the BMZ funded Transformation of the Energy Sector in Viet Nam (TEV) project.
The IKI JET project is implemented by a consortium of six partners, with GIZ as lead, alongside the Climate Action Network (CAN), International Institute for Sustainable Development (IISD), International Labour Organization (ILO), International Trade Union Confederation (ITUC) / Just Transition Centre, and the Wuppertal Institute. IKI JET provides technical advice, facilitates dialogue and cooperation with government, industry, civil society, and academia to advance low-carbon, resilient energy systems and foster sustainable local economies and decent jobs. Viet Nam is one of eight participating countries engaged in interregional peer-to-peer learning and knowledge exchange on just energy transitions.
The TEV project aims at fostering the development of a long - term political energy transition strategy, including legal and regulatory fundamentals, as well as the transfer of technological knowledge to MOIT (political partner). The TEV's principal implementing partners are the Electricity Authority of Viet Nam (EAV) as well as Viet Nam Electricity (EVN) and EVN's subsidiaries.
