1. Cost Planning & Budget Development/ Lập và quản lý ngân sách đầu tư
Lead the preparation, review and validation of project cost estimates and development budgets throughout planning and design stages.
Develop cost plans, benchmarking analyses and cost breakdown structures for major airport facilities and infrastructure packages.
Advise project teams on value engineering and cost optimization opportunities.
Establish project contingencies, allowances and cost planning assumptions.
Chủ trì lập, rà soát và thẩm định tổng mức đầu tư, dự toán và kế hoạch chi phí các dự án.
Xây dựng cơ cấu chi phí, định mức và phân tích benchmark cho các gói công trình sân bay.
Tư vấn các giải pháp tối ưu hóa chi phí và value engineering.
Thiết lập các giả định ngân sách, khoản dự phòng và cơ chế kiểm soát chi phí.
2. Tendering & Commercial Procurement Support/ Quản lý đấu thầu và hỗ trợ mua sắm
Lead preparation and review of cost estimates, BOQs, tender budgets and commercial tender documentation.
Support procurement processes from a commercial perspective.
Evaluate contractor, consultant and supplier bids.
Participate in tender clarification, negotiation and commercial recommendation processes.
Chủ trì lập và rà soát BOQ, dự toán đấu thầu và hồ sơ thương mại.
Hỗ trợ hoạt động lựa chọn nhà thầu về mặt thương mại.
Đánh giá hồ sơ dự thầu của tư vấn, nhà thầu và nhà cung cấp.
Tham gia làm rõ hồ sơ, đàm phán và kiến nghị lựa chọn nhà thầu.
3. Pre-Contract Commercial Management/ Quản lý thương mại giai đoạn tiền hợp đồng
Monitor cost development against approved budgets and investment objectives.
Identify cost risks, escalation impacts and budget deviations.
Provide regular commercial reporting and decision-making support to PMU leadership.
Coordinate with Design, Procurement, PMO and Project Controls teams.
Theo dõi diễn biến chi phí so với ngân sách được duyệt.
Nhận diện rủi ro chi phí, biến động giá và nguy cơ vượt ngân sách.
Cung cấp báo cáo thương mại phục vụ công tác ra quyết định.
Phối hợp với các bộ phận Thiết kế, Mua sắm, PMO và Kiểm soát dự án.
