Duties: Preclearance is a premium service offered by USDA Animal and Plant Health Inspection Service (APHIS). In Asia and Oceania, APHIS Preclearance supports the expedited entry of over US $110 million worth of fresh fruit commodities to the United States from countries across the region. Preclearance Programs promote safe trade by allowing APHIS and host country officials to monitor safeguarding measures and inspect plant products for harmful pests and diseases prior to being shipped to the United States. This program is financed by industry cooperators to meet APHIS plant health requirements for a varietyof commodities from countries in Asia and Oceania to the United States.
The incumbent for this position is a supervisory agricultural inspector for APHIS Preclearance in Asia and Oceania, which currently includes seven programs in five countries. The role of this position is to safeguard U.S. agricultural and environmental resources from foreign plant pests and diseases by supervising local and TDY agricultural inspectors and assisting the Preclearance Area Director with the implementation of the APHIS Preclearance Programs in Asia and Oceania. This includes supervising approximately four locally employed inspectors based in HCMC and providing work direction to U.S.TDY inspectors. The inspectors work with host country officials to monitor and implement program requirements including inspection of commodities for dangerous plant pests and monitor the production, packing, storage, treatment, and transportation of commodities to ensure operations comply with the applicable preclearance Operational Work Plan requirements and USDA regulations. The incumbent has responsibility for accounting of resources, technical auditing, and program reporting. The incumbent develops regular program reports and maintains ongoing and open communication with remote managers. The position requires cultural awareness and may include extended travel to various countries in Asia and Oceania. The position duties require some physical exertion such as long periods of standing, walking in confined industry workspaces, crouching, or stretching to examine plants and plant material, as well as monitoring fruit production areas and packing houses.
Provides scientific and technical input to the Preclearance Work Plan agreements between the United States and the exporting countries. With the Area Director, plans multiple annual and bi-annual meetings between the host government plant health authorities, the cooperator, and APHIS.

EXPERIENCE:
For FSN-10 (Full Performance Level): Minimum of five years of responsible experience in agricultural inspection, regulatory quarantine operations, or related programs is required with at least one year of supervisory experience in a phytosanitary program.
For FSN-09 (Training Level): Minimum of four years of responsible experience in agricultural inspection, regulatory quarantine operations, or related programs is required.

EDUCATION: A bachelor's degree or equivalent in biological sciences, agriculture, agronomy, chemistry, or natural resource management is required.

• Knowledge of basic plant health sciences, and fresh fruit inspection, handling, quarantine, and treatment protocols.
• Thorough knowledge of the principles and methods of the agricultural sciences, including plant and animal pathogens, pests, treatments, and inspections.
• Thorough knowledge of agricultural development in at least one host county, including political and economic aspects of exporters, university agricultural activities and research programs, local government agricultural policies, and agricultural associations.
• Knowledge of international agricultural organizations and their relationship to agricultural programs and development of host country, and current commercial trade agreements.

• Ability to effectively supervise staff to accomplish a common goal.
• Ability to manage and supervise complex programs for inspection and treatment of agricultural commodities.
• Ability to establish and maintain critical relationships with authorities, officials, and employees of the host government, technical counterparts, and the growers andexport associations.
• Ability to make critical judgements of the overall operations under tight pressure and to determine the need to refer potential problems to the Area Director with arecommendation on action.
• Ability to provide budget and technical input to the preclearance program workplans. Ability to revise policies and work plans and to produce reports and recommendations. Ability to effectively conduct phytosanitary inspections andmonitor phytosanitary treatments.
