Mô tả công việc

CONTEXT
World Vision is a Christian relief, development and advocacy organization working to improve the quality of life of people, especially children who are marginalized and living in poverty. World Vision helps all who are in need, regardless of their religion, race, ethnicity or gender. As a child-focused organization, WV's work focuses on children, ensuring they are protected, and their basic needs are met. World Vision Vietnam (WVV) has been funded from 13 support countries in Europe, Asia, the Americas and Australia. Funding of WVV consists of sponsorship program funding (70%) and Private Non-Sponsorship (PNS)/grants (30%). WVV employs about 380 staff, of which 99% are Vietnamese nationals.
WVIV is operating in 29 Area Programs (AP) in 4 zones: North 1 (Dien Bien, Ha Noi, Hai Phong), North 2 (Thanh Hoa, Hung Yen, Quang Ninh), Central (Quang Tri and Da Nang), and South (Quang Ngai, Ho Chi Minh, Lam Dong). WVV's Area Program (AP) usually focuses within one administrative district of a province which populated by ethnic minority people with high rates of poverty. A uniqueness of WVV's Development Program Approach (DPA) is that AP team members are based at district level where the AP is located, which enables them to work closely with government partners and communities on a daily basis. Beside the APs, WVV is also implementing different Special and Grant Projects to meet the specific needs of vulnerable children in both AP and non-AP areas.
MAJOR RESPONSIBILITIES
1) Hardware Design and Technical Leadership (25%)
Key tasks
• Conduct the assessment, actual measurement and engineering study of WASH and other WVIV's infrastructure at the project sites.
• Lead the design of appropriate and sustainable WASH and other infrastructures using WVI Computer-Aided Design (CAD) tools (e.g., AutoCAD for water supply systems, sanitation & hygiene facilities, drainage) in various settings, including communities, schools, and health facilities.
• Ensure all designs comply with national and international standards, including WVI, Sphere, WHO, and Vietnamese government guidelines.
• Integrate GEDSI and climate resilience considerations into infrastructure planning and design
• Collaborate with Procurement team to prepare Quality Assurance/ Quality Control (QA/QC) protocol for WVIV context.
• Produce bill of quantity (BoQ), construction materials, and technical specifications
• Conduct the site visit to verify the architectural designs and its related BoQ, construction materials
Expected results
• Standardized WASH infrastructure designs that comply with national and international standards, and integrate GEDSI and climate resilience considerations across various contexts, are available.
• QA/QC are in place and discriminated to APs
• Sustainable, context-appropriate WASH infrastructure designs developed using WVI CAD tools, compliant with national and international standards.
• GEDSI and climate resilience effectively integrated into all infrastructure designs.
• QA/QC protocols developed in collaboration with Procurement to ensure quality standards in WASH projects.
• Comprehensive BoQs, technical specifications, and construction materials documentation prepared and verified through site visits.
2) WASH Program Implementation (25%)
Key tasks
• Support Water, Sanitation & Hygiene Lead in managing the WASH program within the local context, including ensuring the requirements from Global WASH Business Plan is applied across APs.
• Coordinate and disseminate WASH strategy, and WASH technical guidance, models and best practices.
• Filter WASH related partnership initiatives and contextualize for Vietnam context. This includes coordination of the collection, documentation and dissemination of World Vision WASH
• Support WASH Lead to identify and document WASH best practices and good models for purpose of advocacy and replication.
• Identify capacity building needs of Technical and AP of World Vision Viet Nam on WASH
Expected results
• Capacity Building and Technical Support on WASH provided
• Monitoring, Evaluation and Reporting system in place
• All WASH programmes are evidence based
• Program and project designs for WASH are aligned with WVIV strategic priorities
• WASH focal points for each AP or grant funded projects have sufficient support and understanding of WASH approaches in the Health and Nutrition Technical Programme
3) Technical Quality Assurance for WASH and other Infrastructures (30%)
Key tasks
• Provide technical oversight and supportive supervision during the construction, rehabilitation, and maintenance of WASH and other infrastructures across Area Programs.
• Support procurement and contract management processes for construction works, ensuring quality control throughout the project cycle.
• Conduct regular field visits to monitor implementation of WASH program, ensure the effective dissemination and adoption of WASH core project models, guidance and infrastructure designs across Area Programs.
• Support the WASH lead in building the capacity of WASH staffs, including Zonal Health & Nutrition Technical Program Officers, Area Programs, national and provincial partners in WASH to ensure the implementation of the WASH program, especially WASH Business Plan as per the technical designs
• Promote action learning across World Vision International in Vietnam through regular WASH Sector Working Group, WASH in Emergency network meetings and training of others to take leadership of structured reflection in the zones, Aps, PNS and grant funded projects
• Standardize and contextualize Technical Guidelines/Training Materials for the implementation of the WASH Core Project models
• Provide on-the-job training and capacity building for field engineers, technicians, and partners on infrastructure standards and best practices.
• Collaborate closely with other WASH team members, TPOs, GEDSI lead, Climate Resilience Lead, local authorities, and external stakeholders to ensure alignment and integration of WASH interventions.
• Provide technical supervision for implementation of the WASH interventions, including both behaviours change and water supply system, sanitation, hygiene and other hardware interventions.
• Foster strategic alliances with WASH specialists across various Field Offices (FOs) to enhance technical knowledge exchange and collaborative learning.
Expected results
• All WASH and other infrastructures are met the technical standards
• Standardized Technical Guidelines and tools are available for AP monitoring and reporting
• WASH assistance is provided for design and the implementation of assessments, baseline and end line surveys for WASH program.
• Area Programmes are supported in the preparation of Detailed Implementation Plans (DIP), budgets, monthly cash flows and Mid-Year or Annual Management Reports
• WASH staff, Technical Program Officers at zonal level, AP staff and key partners are technically competent to provide support to APs in implementation of WASH program.
• Data collected from TPOs/AP staffs is verified and reliable for Monitoring & Evaluation reports
4) Monitoring, Evaluation, and Reporting (10%)
Key tasks
• Support the development and use of technical monitoring tools and checklists for infrastructure quality assurance.
• Document lessons learned, success stories, and technical guidance to improve program quality.
• Collaborate with WASH M&E Specialist and different stakeholders from national to AP level to prepare quarterly, semi-annual, annual and other technical reports, design documentation, and BOQs as required.
• Prepare and submit work completion report to procurement team and WASH lead after completing WASH infrastructures
• Provide oversight for monitoring, evaluation and reporting of WASH activities and results
Expected results
• Quality of WASH and other infrastructures are ensured through effective use of monitoring tools.
• Program quality is improved through documented lessons learned and success stories.
• Accurate technical reports and BOQs are delivered on time with inputs from relevant stakeholders.
5) Resource Acquisition (10%)
Key tasks
• Support WASH lead in developing Grant/PNS Concept Notes and Proposals for WASH
• Provide technical support for design, implementation and evaluation of WASH Grant or PNS projects.
• Perform other duties as assigned by direct line manager
Expected results
• Additional funding resources are acquired to execute the WASH program.
• Relevant donor requirements are met.
• All technical support is delivered for PNS, Grant proposal.

Yêu cầu

Required Professional Experiences
• Have at least 5 years experiences in WASH programming, focus on designing using CAD/ GIS and implementing WASH infrastructure, preferably in development or humanitarian settings
• Experience working in development programs of international Non-Governmental Organization
• Experience in integrated WASH program, focus on Rural WASH program, include WASH in emergencies
Required Education, training, license, registration, and certification
• Bachelor degree on WASH, Civil Engineering, Environmental Engineering, Water Resources Management, or a related field is required
• Master's degree on WASH or relevant field is preferred
Preferred Knowledge and Qualifications
• Proven track record in securing funding in the field of WASH.
• Proven experience with construction supervision, contract management, and quality assurance of WASH infrastructure.
• Strong knowledge of WASH standards and guidelines (WVI, Sphere, WHO, national building codes, etc.).
• Familiarity with climate-resilient infrastructure design.
• Understanding of WASH resilience in climate context
• Ability to influence strategies and plans of partners; both WVIV entities and any external partners
• Proven knowledge on using CAD tool, Kobo toolbox and other digital monitoring tools
Travel and/or Work environment requirement: Willingness to travel up to 50% of the time
Language requirements:
• Vietnamese: Fully fluent
• English: Upper intermediate
