Purpose of Position
The Zonal Technical Program Officer - Livelihood provides technical leadership and support to adapt, implement, monitor, and report on Livelihood program across Area Programs in the assigned zone, ensuring technical quality, safeguarding standards, and effective mainstreaming of cross-cutting themes.
The role strengthens the capacity of ADP staff and partners to deliver high-quality, evidence-based Livelihood interventions and promotes the scale-up and replication of effective project models at zonal and provincial levels to maximize impact for vulnerable children.
The position reports to the Zonal Programs Manager, with a dotted-line to the Livelihood Technical Program Manager for technical quality assurance, and works closely with the Zonal DMEAL officer and DMEAL team to support monitoring, evaluation, and learning.
The role strengthens the capacity of ADP staff and partners to deliver high-quality, evidence-based Livelihood interventions and promotes the scale-up and replication of effective project models at zonal and provincial levels to maximize impact for vulnerable children.

Key Responsibilities
1. Strategic Direction (10%)
• Provide field-based technical inputs to the development, review, and refinement of program strategy, technical documents and guidance at national level.
• Contribute to the development and standardization of technical guidelines and training materials in collaboration with the Technical Program Manager and specialists.
• Consolidate and analyse monitoring data to generate findings and recommendations that strengthen technical quality and program effectiveness.
• Participate in impact assessments and operational research related to Project Models and technical approaches.
• Contribute to Technical Program-level reports and knowledge products.
• Provide technical inputs to concept notes and proposals for Grants and PNS funding, as required.
• Contribute to the development and standardization of technical guidelines and training materials in collaboration with the Technical Program Manager and specialists.
• Consolidate and analyse monitoring data to generate findings and recommendations that strengthen technical quality and program effectiveness.
• Participate in impact assessments and operational research related to Project Models and technical approaches.
• Contribute to Technical Program-level reports and knowledge products.
• Provide technical inputs to concept notes and proposals for Grants and PNS funding, as required.
2. Technical Support and Quality Assurance (10%)
• Develop and implement a zonal technical work plan aligned with the National Strategy and Livelihood Technical Program
• Provide technical guidance and review during the development of annual Plan of Actions, project model implementation plan to ensure alignment with the ADP plan, national program strategy and technical quality standards.
• Facilitate periodic monitoring, supportive supervision and other ongoing technical support to ADP during the implementation to identify technical issues, practical solution, thus to ensure project quality and progress.
• Provide technical input to the design, implementation, and evaluation of grants and PNS projects within the zone.
• Consolidate, review, validate, and analyse ADP data and reports-ensuring accuracy, timely KPI updates, and quality learning-before submission to the Zonal DMEAL officer/Zonal Programs Manager/Livelihood Technical Program Manager;
• Support ADP to ensure meaningful participation of children, parents, communities, and partners across assessment, planning, monitoring, and review processes.
• Contribute to zonal DMEAL activities (ADP assessments, designs, monitoring, and evaluations) and support the standardization and dissemination of DMEAL tools and indicators in coordination with Technical Specialists, Zonal Programs Manager, and the DMEAL team.
• Provide technical input to procurement and strategic sourcing of materials and consultants, and manage Livelihood project activities and budgets at provincial level as assigned.
• Provide technical guidance, support, and monitoring to ensure effective integration of Livelihood across other programs, including Humanitarian & Emergency Affairs/ Disaster Risk Reduction (HEA/DRR), CPP, Health & Nutrition, and Sponsorship.
• Ensure alignment and, where relevant and feasible, integration of Grant/PNS objectives with Livelihood objectives to maximise resource utilisation and overall impact.

• In coordination with the Technical Program Manager, Technical Specialists, Zonal Programs Manager and ADP Managers, facilitate capacity-building initiatives, including Training of Trainers (TOT), building technical resources at zonal level, facilitate coordinated capacity building activities at zonal/ provincial levels to support contextualization and sustained follow-up.
• Collaborate with Technical Program, Communications, to document and disseminate Livelihood good practices for staff learning and organizational development.
• Be available for contributing to capacity-building initiatives for the National Rapid Response Team (NRRT) and deployment to support or participate in emergency responses, as required.
• Introduce and orient ADP/Project staff on Livelihood technical approaches and project models.
• Provide support and supervision to ADP to ensure technical guidance and coaching to commune partners, local collaborators and support effective application of Livelihood models.

• Work with ADP and the Zonal Programs Manager to plan, resource, implement, and monitor provincial-level advocacy initiatives, using documented evidence on the impact and effectiveness of Livelihood project models to ensure coherent advocacy from community to national levels.
• Identify emerging Livelihood issues and elevate them for advocacy action.
• Capture and share learning, good practices, and scalable models with Technical Program Manager and Specialists to inform advocacy and replication.
• Represent WVIV in relevant Livelihood forums, working groups, meetings, and workshops within the assigned zone.

Knowledge & Skill
• Minimum 5 years of relevant experience in livelihood, or related development and humanitarian programing.
• Proven experience providing technical support and capacity building to field teams, local partners, and government counterparts.
• Practical experience in program design, implementation, monitoring, and reporting, including use of evidence for quality improvement.
• Experience working with government systems, and multi-sector stakeholders at sub-national level.
• Experience contributing technical inputs to grants or non-sponsorship project design and implementation is an advantage.
• Bachelor's degree in Agriculture, Social Work, Community Development, Economic Development, Education, Public Health, or a related field
• Proven experience providing technical support and capacity building to field teams, local partners, and government counterparts.
• Practical experience in program design, implementation, monitoring, and reporting, including use of evidence for quality improvement.

• Valid ability to travel and work in field locations as required (no specific professional license required).
• Technical expertise in livelihoods, economic empowerment, market based approaches, and household resilience, with understanding of child well being outcomes
• Demonstrated ability to coach, mentor, and deliver effective capacity-building and supportive supervision.
• Strong interpersonal, organizational, time-management, and coordination skills, with the ability to work effectively across diverse stakeholders.
• Ability to document, analyze, and share good practices and learning for replication and scale-up.
• Conceptual understanding of and commitment to child-focused, community-based development approaches.
• Proven ability to work independently, exercise sound judgment, meet deadlines, and perform under pressure.
• Strong data analysis and reporting skills, with good computer literacy (Word, Excel, PowerPoint, email).
• Excellent Vietnamese communication skills (speaking, reading, and writing).
• Good command of English.
• Willingness to travel regularly to ADP within the assigned zone.
• Willingness to uphold and demonstrate World Vision's core in work with colleagues, partners, children, and communities.
