Position Title: Administrative Assistant

Salary: US$10,574(annually)
Who May Apply: For USEFM - FS is FP-7: US$43,031(Starting Salary). Actual FS salary determined by Washington D.C.

Summary: The U.S. Mission in Hanoi is seeking an eligible and qualified applicant for the position of Administrative Assistant in its Animal and Plant Health Inspection Service (APHIS).
The work schedule for this position is:
• Full Time (40 hours per week)
Start date: Candidate must be able to begin working within 90 days of receipt of agency authorization and/or clearances/certifications or their candidacy may end.
Supervisory Position: No
Duties: Incumbent of this position will be relied upon as an expert in administrative duties with area responsibilities that encompass the economies of Vietnam, Cambodia and Laos. He/she will provide full administrative support to the APHIS Hanoi Area Office personnel and as requested by the Hanoi Area Director (AD) and support all program activities. The incumbent will assist the Regional Administrative Officer (RAO) and perform complicated budget and fiscal analyses; Carry out office duties requiring in-depth knowledge of budget and fiscal procedures. The incumbent will be responsible for preparation of incoming and outgoing correspondence and maintenance of extensive lists of contacts. He/she will also be responsible for logistics and preparation provided for visiting US Department of Agriculture (USDA) officials including Under Secretaries and inspectors as well as host country's animal and plant quarantine representatives on official visits to the U.S. He/she will respond to routine trade and trade related inquiries from U.S. business representatives, agents and trade associations and provide the right contact information, or guidance on finding the regulations pertaining to animal and plant health.

Qualifications and Evaluations
Education: A Bachelor's degree in Accountancy, Finance, Business Administration or English is required.
Requirements:
EXPERIENCE: At least three years of progressively responsible experience in administrative and/or a financial management field is required.
JOB KNOWLEDGE: Must have ability to understand the US Government administrative/financial duties. Familiarity with the Vietnamese government (basic knowledge of the Ministries including Ministry of Agricultural and Rural Development (MARD), Ministry of Foreign Affairs (MFA), Ministry of Health (MOH), etc. and their function and governance). Must possess advanced accounting knowledge.
Evaluations:
LANGUAGE: Level 4 (Fluent) Speaking/Reading/Writing English is required.
(This will be tested.)
Level 4 (Fluent) Speaking/Reading/Writing Vietnamese is required.
SKILLS AND ABILITIES: Must have ability to manage the office with little or no supervision and to exercise good judgment in complex situations. Must be computer literate to develop reports, tables, charts and presentations using a variety of different software including agency specific software. Typing skill in English and Vietnamese is required.
Qualifications: All applicants under consideration will be required to pass medical and security certifications.

* IMPORTANT: Applicants who claim status as a preference-eligible U.S. Veteran must submit a copy of their most recent DD-214 ("Certificate of Release or Discharge from Active Duty"), equivalent documentation, or certification. A "certification" is any written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions within 120 days after the certification is submitted by the applicant. The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. Acceptable documentation must be submitted in order for the preference to be given.
** This level of preference applies to all Foreign Service employees on LWOP and CS with re-employment rights back to their agency or bureau.
