Mô tả công việc
1. Human Resource Management
- Responsible for the administrative procedures for the staff of CRED: recruitment of open positions, contract ends, employment conditions, contracts, terms of references, job descriptions, orientation of new staff with CRED policies and manuals, holiday, medical insurances, accidents, law suits, and others;
- In collaboration with the Director and project manager, monitor staff performance and propose accordingly capacity development plans for the organisation;
- Revise and update CRED Personnel and Administrative Manual Policies;
- Support or process other HR tasks when required.
2. Administration
- Enable a smooth operation of CRED by dealing with concerning government bodies for legal issues such as office and project registration and permits, etc. and responsible for the filing of legal papers including permits, agreements, contracts, etc.;
- Update CRED on new Laws and Regulations in regards to office operations. Proposes modalities to ensure law and regulation enforcement and monitors the implementation;
- Supervise services of consultants and of companies mandated for office maintenance, safety and equipment repairing and others;
- Responsible for renting the office the close follow-up of due dates contracts including Insurances of staff (including international travels), cars; permits, etc.;
- Control stationeries and maintain stationary inventories; Purchase office consumables and other items as required;
- Oversee facilities, technology, and materials utilized in the office, coordinating with appropriate services;
- Manage the repair and maintenance of computer and office equipment;
- Responsible for renting the office of CRED; monitoring and supervising other administrative works: office arrangement, security and cleaner;
- Responsible for annual reports, updates requested by VUSTA and relevant Insitutions;
Cash keeping:
- Manage the cash box of CRED. In charge for cash in, cash out by working closely with Finance Manager and project accounts;
- Responsible for cash withdrawal from the bank to the Cash of CRED.
IT administrative:
- Manage information and general administration issues and practices;
- Manage the website of CRED: [protected info]
• Regular updates of CRED news as well as projects;
• Post information for recruitment.
- Responsible for the email of CRED; create new mail for new staff.
3. Insurance & Health examination
Social insurance
- Responsible for the liaison with Social Insurance Agency for staff update and the monthly personnel reports;
- Prepare Social insurance monthly payments, ensure they are in accordance with VN policies;
- Process other Social insurance related tasks when required.
Accident insurance
- Responsible contact the Accident Insurance Agency to update staff;
- Procedures for paying annual accident insurance.
Car insurance
- Responsible contact the Insurance Agency for the car of CRED;
- Procedures for paying annual the insurance of car.
Healthe examination
- Organize annual health examination for staff.
4. VRT:
- Responsible for administration of VRT;
- Manage the cash box of VRT.
5. Support the Projects:
- Arrange all necessary logistics for the activities of projects, such as workshops, trainings e.g. book accommodation for participants, arrange transport, supply stationery, estimating budgets for these activities, settle payment, mornitoring expenditures, and ensuring that documents and other materials are available on time;
- Arrange logistic support (travel, hotel, visa application, etc) for field trips, external consultants, technical and project officers' travels;
- Translate project's documents;
- Complete financial documents in accordance with the financial regulation of the projects, including;
- Assist project procurement procedureds.

*Competencies
The Administrative Officer is implementing work under the guidance and responsibility of the CRED Director.
*Reporting
Regularly and timely report to the CRED Director on the achievements and eventual disfunctioning or difficulties and propose appropriate solutions.
*Confidentiality
Administrative Officer is required at all time to observe the confidentiality of CRED's policies, papers and files which cannot be disclosed to non competence people without permission of the Director.
*Further regulation
This Job description is an integral part of the appointement letter signed between the Administrative Officer and CRED. The Administrative Officer agrees to comply with all existing CRED Rules & Regulations.
