Agricultural Inspector, FSN-8

Qualifications Required: FOR THE EXPERIENCE AND EDUCATION REQURIEMENTS, APPLICANTS MUST MEET EITHER OPTION 1 OR OPTION 2.
Option 1:
EXPERIENCE: Three years of agricultural field experience, either with crop or orchard management or working experience in regulatory quarantine operations or similar programs is required.
EDUCATION: A bachelor's degree or equivalent in biological sciences, agriculture, horticulture, natural resource management, or chemistry is required.

Option 2 (substitution):
EXPERIENCE: Five years of agricultural field experience, either with crop or orchard management or working experience in regulatory quarantine operations or similar programs is required.
EDUCATION: University/College studies.

LANGUAGE: This may be tested.
- Good Working Knowledge Level Speaking/Reading/Writing of English is required.
- Fluency Level Speaking/Reading/Writing of Vietnamese is required.

KNOWLEDGE:
• Thorough knowledge of the principles and methods of the agricultural sciences, including plant pathogens, pests, treatments, and inspections.
• Thorough knowledge of agricultural development in the host country, including political and economic aspects of exporters, universities agricultural activities and research programs, local government agricultural programs and development of host country trade agreements.

SKILL AND ABILITIES:
• Ability to manage and monitor complex programs for inspection and treatment of agricultural commodities.
• Ability to establish and maintain critical relationships with authorities, officials, and employees of the host government technical counterparts and the growers and export associations.
• Ability to make critical judgements of the overall operation under tight pressure and to determine the need to refer potential problems to the supervisor with a recommendation on action. (e.g., veto procedures or activities to maintain the integrity of preclearance operations and results).
• Ability to provide technical input to plant health program.
• Ability to produce reports and make recommendations to improve plant health programs.
• Ability to travel on a regular basis.
• Ability to learn new tasks, and to follow established procedures with little or no variation.
• Ability to conduct agricultural inspections, to organize and execute assigned responsibilities and tasks, to function as a team member, and to maintain close communication with team and managers.
